PLANNING COMMISSION
MAY 19 , 1992
PAGE 8

agenda for the June 2nd Council Meeting and that any
resident at this public hearing is welcome to attend the
Council Meeting to state their positions and concerns .

The Public Hearing was closed at 9 : 06 p.m.

Commissioner Gondorchin is supportive of Plan D with one
change . He felt the two parcels being recommended for
residential designation should be exchanged in placement
and designated as commercial .

Commissioner Madden also preferred Plan D and favored
flip flopping the buffer and use for a commercial site.
This would still provide a buffer from the residential
area .

Chairman Faust recalled that only six states do not allow
the sale of beer in grocery stores , therefore the liquor
operation may eventually be closed. He felt this would
leave a parcel which could be used for Unocal . He
questioned why some commissioners wanted this to remain
commercially zoned .

Commissioner Madden felt this was the highest and best
use of the property . He also felt when the relocation of
the fire station is considered, it should be moved to the
northern part of the City. Its present site is not
centrally located.

Regarding Rosie' s Cafe, the City Manager noted that the
owners are presently leasing the space. The lease costs
leave little room for profit . Also, Hennepin County has
issued a three page document citing public health
violations in the establishment . He noted that the last
purchase price being asked for Rosie ' s was $250 , 000 .

Commissioner Gondorchin felt the Planning Commission
needed more time to deliberate before any recommendations
could be made.

Commissioner Franzese suggested that a more generic
recommendation be made which addressed the City ' s
purchasing Rosie' s and making right-of-way improvements .
She felt the Commission should not be focusing on
eventual uses of the properties .

Chairman Faust questioned what input had been received
from BRW. The City Manager responded that the firm made
