Parking Issue <br /> 7 <br /> 8 The City Manager advised that twenty=six parking warnings <br /> 9 were issued on Sunday for vehicles in the area of St . <br /> 10 Charles Church which were parked in crosswalks or <br /> 11 restricted parking lanes . He noted that these vehicles <br /> 12 can create safety problems . Public Works crews plan to <br /> 13 paint the corners and curbs yellow to prohibit such <br /> 14 problems , but this hasn ' t happened yet . It was felt the <br /> 15 painting would be as effective as signs and considerably <br /> 16 less expensive. <br /> 17 <br /> 18 Various suggestions were made regarding how the parking <br /> 19 problems in this area which were experienced exclusively <br /> 20 on Sundays I could be addressed . ' One suggestion was to <br /> 21 contact the Pastor of the Church and advise him, to, <br /> 22 suggest to his parishioners that they may be liable for <br /> 23 t ickets and f Ines . The Ci ty Manager noted that the Church <br /> 24 parking lot is not full during Sunday services . <br /> 25 <br /> 26 The City Manager noted there is an unique parking problem <br /> 27 for the resident at 2424 27th Avenue Northeast . He , <br /> 28 prepared a memo which addressed the- specifics of -the <br /> 29 problems and the few alternatives available to the <br /> 30 resident for parking her vehicle . Warning letters will <br /> 31 continue to be issued only because complaints are still <br /> 32 being received . <br /> 33 <br /> 34 4 . Rosie ' s Cafe ' <br /> 35 <br /> 36 The City Manager stated that negotiations are presently <br /> 37 going on regarding the purchase of Rosie ' s Cafe . The <br /> 38 broker who represents the owner of Rosie ' s Cafe has given <br /> 39 permission for the City to have an appraisal done of the <br /> 40 property. <br /> 41 <br /> 42 An appraisal will cost approximately $2 , 200 and the funds <br /> 43 will come from the H.R.A. The City Attorney recommended <br /> 44 that the Council formally authorize this expenditure on <br /> 45 behalf of the H.R.A. <br /> 46 <br /> 47 Motion by Marks , second by Wagner to authorize up to <br /> 48 $2 , 200 for an appraisal of the <br /> 49 parcel known as Rosie ' s . <br /> 50 Motion carried unanimously <br /> 51 <br /> 52 B . PUBLIC HEARINGS <br /> 53 <br /> 54 There were no public hearings . <br />
