REGULAR COUNCIL MEETING <br /> MAY 12 , 1992 <br /> 3 PAGE 13 <br /> 4 <br /> 5 swimming beach was being considered . He felt this reflected <br /> 6 that property owners around the lake did not consider it <br /> 7 " their" lake . He suggested that the rules of the ordinance be <br /> 8 posted at the boat landing and felt this would be effective . <br /> 9 <br /> 10 Another resident felt restrictions on the lake would reduce <br /> 11 property values of homes located on the lake . A concern for <br /> 12 having all motorized activity restricted to certain hours was <br /> 13 expressed as a potential safety problem. <br /> 14 <br /> 15 One resident stated he . would agressively videotape all <br /> 16 activity which did not comply with the ordinance and noted <br /> 17 that Silver Lake was the last lake in the metropolitan area <br /> 18 which did not have restrictions placed on it . <br /> 19 <br /> 20 Discussion continued regarding potential lawsuits against <br /> 21 those who attempted to self-enforce the ordinance, the <br /> 22 procedure used in the survey which did not include the <br /> 23 Salvation Army Camp and how the ballots were distributed. where <br /> 24 there was more than one vote per household . <br /> 25 <br /> A representative of the Salvation Army Camp indicated that he <br /> felt there were no problems with the present usage of the lake <br /> and to leave things .as they are . <br /> 29 <br /> 30 Councilmember Fleming noted she can understand resident <br /> 31 concern with the lake ' s water quality but could not understand <br /> 32 any benefits the ordinance may have for the residents around <br /> 33 the lake . She inquired if any homes were purchased by people <br /> 34 who did not know that motorized watercraft were permitted on ' <br /> 35 the lake . <br /> 36 <br /> 37 Councilmember Marks inquired if there had been any studies <br /> 38 conducted by the Department of Natural Resources which <br /> 39 addressed speed of motorized watercraft and the impact this <br /> 40 may have on the sedimentation in the lake. He was advised <br /> 41 there were studies done on the shallow depth of the lake but <br /> 42 they did not address speed of motorized watercraft . <br /> 43 <br /> 44 Councilmember Marks felt there was no clear mandate from the <br /> 45 lakeshore property owners or from other residents who use the <br /> 46 lake. The Mayor noted he feels there should not be any more <br /> 47 government restrictions which may be devisive and that <br /> 48 enforcement was a big concern . <br /> 49 <br /> 50 The City Manager advised that the City of Columbia Heights has <br /> 51 indicated it is looking for St . Anthony to take the lead on <br /> this matter . The Department of Natural Resources will also <br /> have to be consulted . <br /> 54 <br />
