REGULAR COUNCIL MEETING <br /> MAY 12 , 1992 <br /> 3 PAGE 17 <br /> 4 <br /> 5 <br /> 6 The Mayor felt that the water shed from New Brighton may <br /> 7 also be part of the problem. <br /> 8 <br /> 9 A resident observed that the developer of Wexford Heights <br /> 10 has materially altered the land and the drainage on <br /> 11 County Road E was not 'installed, correctly . He feels this <br /> 12 impacts on Silver Lake as well as the Salvation Army <br /> 13 Camp . <br /> 14 <br /> 15 A proposal for a study has been received from Barr <br /> 16 Engineering which will cost approximately $3 , 000 . <br /> 17 <br /> 18 The City Manager felt no costs for the study should be <br /> 19 assessed - to the Salvation Army Camp as it does not <br /> 20 benefit . <br /> 21 <br /> 22 Motion by Marks , second by Ranallo to approve the <br /> 23 proposal received from Barr Engineering contingent upon <br /> 24 the completion of a Joint Powers Agreement with New <br /> 25 Brighton that all of the costs will be borne by the <br /> 0 8 <br /> 6 developer of Wexford Heights . <br /> Motion carried unanimously <br /> 29 <br /> 30 The City Manager inquired if the water flow should be <br /> 31 strictly viewed from Wexford Heights or from County Road <br /> 32 E, Columbia Heights and Anoka County. <br /> 33 <br /> .34 The City Attorney . cautioned that if there are to be- <br /> 35 assessments the assessment procedures must be followed in <br /> 36 a format which will include public hearings and notices . <br /> 37 <br /> 38 C. Silver Lake Road <br /> 39 <br /> 40 The City Manager met with Dave Childs, the New Brighton <br /> 41 City Manager , to discuss the proposed reconstruction of <br /> 42 Silver Lake Road by Ramsey County . <br /> 43 <br /> 44 Childs advised at this time New Brighton has no direction <br /> 45 and is still considering reducing the roadway to three <br /> 46 lanes . Mayor Ranallo stated he is not supportive of this <br /> 47 reduction to three lanes .' <br /> 48 <br /> 49 Before the Council Meeting on May " 26th, the St . Anthony <br /> 50 and New Brighton Councils will meet at 5 : 30 p.m. to <br /> 51 discuss this matter . It will also be included on the <br /> agenda for that evening' s Council Meeting. <br /> 54 A resident stated he considers Silver Lane to be very <br />
