Council Meeting
May 26, 1992
Page 7

VII CONTINUATION OF CITY MANAGER'S REPORTS

Letter of Intent to Purchase Restaurant EQUipment

Mr. Burt' s May 18, 1992 Letter of Intent to the St. Anthony
Park State Bank had been duplicated in the agenda packet and
the City Manager discussed possible effects of the action on
the Stonehouse operation.

Motion by Ranallo, seconded by Marks to approve the Letter of
Intent to purchase restaurant equipment from Mannings
Restaurant as presented.

- Motion carried unanimously.

VII PUBLIC HEARINGS - NONE

X UNFINISHED BUSINESS

A. Approval of Ramsey County' s Reconstruction of Silver
Lake Road

Mr. Burt reported expressing to New Brighton officials St.
Anthony's concerns about reconstructing the roadway to
anything less than four lanes because of anticipated increases
of business at Apache Plaza. The Manager indicated he had
pointed out the City' s fears that the vehicular turning
accidents already being experienced on that roadway would only
be increased with sharp traffic count increases which will
surely follow from the type of businesses being considered for
Apache and all the new construction along New Brighton' s
section of Silver Lake Road.

Councilmember Marks reiterated that he personally always
philosophically opposed increasing traffic through residential.
areas but from the standpoint of supporting Apache Plaza had
come to accept that a four lane roadway was the only design
the City could support . The other Councilmembers agreed that
providing vehicular safety at intersections called for an
upgrading of the existing roadway with no changes in actual
road width except for turning lanes at intersections. St.
Anthony had already suffered similar intersection changes with
the upgrading of County Road D. It was also noted that the
reconstruction would be paid from federal monies in this
case.

Motion by Enrooth, seconded by Fleming to approve the Ramsey
County reconstruction of Silver Lake Road as presented with
recognition that construction of a sidewalk on the west side
will depend on water flow approval by other governmental
agencies .

Motion carried unanimously.
