1 Regular Council Meeting <br /> 2 July 28, 1992 • <br /> 3 Page 8 <br /> 4 <br /> 5 <br /> 6 <br /> 7 Mr. Burt drew the Council ' s attention to the fact that <br /> 8 from the comments made that evening they could see that <br /> 9 the issues involved were not just parking or home <br /> 10 occupation. He insisted the police procedures which were <br /> 11 used on Pahl had all been proper. The flashing lights <br /> 12 and bottle rockets are problems between neighbors which <br /> 13 the police can do nothing about without seeing them <br /> 14 according to the law. However, the neighbors can make <br /> 15 formal charges which they should have been advised by .the <br /> 16 responding officer. In regard to the refrigerator <br /> 17 incident, the Manager reported the residents of 2704 had <br /> 18 been informed the same day as the complaint came in that <br /> 19 they had to take the door off and the landlord had been <br /> 20 given the same information at the same time. <br /> 21 <br /> 22 As far as the claim that the residents at 2704 are <br /> 23 reserve firefighters and therefore given preferential <br /> 24 treatment goes, Mr. Burt advised ,that only Mr. Hanson <br /> 25 remains in the reserves and his service for the City and <br /> 26 the business he runs are separate issues . <br /> 27 i 28 The Manager indicated he had. talked to the Police Chief <br /> 29 that evening and he had agreed to step up enforcement in <br /> 30 that area.. However, the. Chief had also stated that meant <br /> 31 anyone in the neighborhood who commits any type of <br /> 32 violation will be warned and ticketed. This will be <br /> 33 necessary to avoid the problems escalating to the point <br /> 34 where the police can't control or prevent a very <br /> 35 difficult situation. <br /> 36 <br /> 37 Mr. Burt said he perceived the problems between neighbors <br /> 38 had gotten to such a point where he was recommending <br /> 39 using Dispute Resolution Services to talk to both sides <br /> 40 and try to mediate a solution. He said he was suggesting <br /> 41 mediation because he knew from experiences in other <br /> 42 communities in which he has worked that the process <br /> 43 works . He said all the issues which are causing trouble <br /> 44 on Pahl can be brought forward for discussion during <br /> 45 mediation. He added that he perceived the problem on <br /> 46 Pahl as a neighborhood disagreement and not involving <br /> 47 issues which require ordinances . <br /> 48 <br /> 49 Councilmember Fleming reported she understood the <br /> 50 problems had begun when the neighbors had been told the <br /> 51 City had some sort of regulations against running a <br /> • <br />
