He agreed 11 that shooting bottle rockets was against state law but 12 repeated that the offense has to be seen personally by 13 the city authorities to enforce the law or one of the 14 neighbors has to file a complaint and go to court . Mr. 15 insisted the police and he had talked to the offenders 16 but that was all they were empowered, to do. He also 17 denied that any favoritism was being shown to Mr. Hanson 18 or Mr. Brown because of their connection with the Fire 19 Department.
