Vehicles used as a <br /> 9 condition of employment would be exempt from the <br /> 10 permit process . Only long term storage would <br /> 11 require a permit. <br /> 12 <br /> 13 C. Beautification Committee <br /> 14 <br /> 15 This would be a committee appointed by the Council <br /> 16 to handle complaints between neighbors and resident <br /> 17 complaints on the appearance of another' s property. <br /> 18 If no agreement is reached, the services of Dispute <br /> 19 Resolve would be utilized. <br /> 20 <br /> 21 d. City Mediation <br /> 22 <br /> 23 City staff would make the initial contact in <br /> 24 neighbor complaints and would meet with neighbors to <br /> 25 discuss the identified issue and try to resolve the <br /> 26 conflicts. To avoid legal resolution the services <br /> 27 of Dispute Resolution would be used. <br /> 28 <br /> 29 Mr. Burt indicated staff now has copies of parking ordinances <br /> 30 other communities are either working on or have passed. He <br /> 31 said the issue might now be sent back to the Planning <br /> 32 Commission. He also indicated the Committee had recognized <br /> 33 that it may be very difficult to come up with any type of <br /> 34 ordinance to fit an established community like St. Anthony <br /> 35 which has such a diversity of population. <br /> 36 <br /> 37 Councilmember Enrooth indicated he wanted to commend the <br /> 38 Committee on what he viewed as some very good ideas. The <br /> 39 Mayor agreed saying he only hoped that would result in a <br /> 40 workable ordinance. He reiterated that he still believed <br /> 41 somewhere along the line the Council was going to have to <br /> 42 "bite the bullet" and vote the issue "up" or "down" . <br /> 43 <br /> 44 These proposals along with the Parking Ordinance and samples <br /> 45 of other communities ' ordinances will be referred back to the <br /> 46 Planning Commission. <br /> • <br />
