Amendments to Kenzie Terrace Redevelopment Plan and Tax <br /> 10 Increment Plan (Resolution 92-035) <br /> 11 <br /> 12 The public hearing was opened at 9 :34 p.m. <br /> 13 <br /> 14 The Mayor expressed regret that the people who had been <br /> 15 present for the South End Moratorium consideration hadn't <br /> 16 understood that the Council would be resuming the discussion <br /> 17 of the redevelopment of that area after the H.R.A. meeting. <br /> 18 About ten residents from that area had left leaving only <br /> 19 Dennis Cavanaugh to provide input to the issue. <br /> 20 <br /> 21 Mr. Cavanaugh said he was speaking to the process of the <br /> 22 public hearing rather than the amendments to the Kenzie <br /> 23 Terrace Plan. He questioned why the Notice of Hearing had <br /> 24 only been published in the official City paper and notices not <br /> 25 sent to the residents most affected, as is done in most other <br /> 26 cases. He was told the redevelopment of the South End <br /> 27 affected the whole City and not just residents and businesses <br /> 28 in that particular area. Therefore, the law required only <br /> 29 publication as had been done July 15. <br /> 30 <br /> 31 Mr. Cavanaugh complained that the documents which the Council <br /> 32 had been given and which had been provided to those in <br /> 33 attendance were vacuous for him because he could derive no <br /> 34 pertinent information to allow him to raise questions about <br /> 35 the effects of the tax increment process . He wondered what <br /> 36 effect the process would have on the assessments for the <br /> 37 adjacent properties which he assumed would be lower. He also <br /> 38 questioned whether there would be assessment implications for <br /> 39 the community. <br /> 40 <br /> 41 The Manager responded by saying any time a city is involved in <br /> 42 a tax increment project no one can claim that there would be <br /> 43 no impact on the residential neighborhood. He said the <br /> 44 greatest impact in this case will be the physical change in <br /> 45 the neighborhood uses that are there now. He added that the <br /> 46 tax increment is a vehicle for financing and will do nothing <br /> 47 to Mr. Cavanaugh' s taxes at all. <br /> 48 <br /> 49 Mr. Burt indicated the redevelopment district is already in <br /> 50 existence and all the City is doing is extending it to use tax <br /> 51 increment money to make these improvements.
