Subd. 33. WALL SIGN: A flat sign which does not extend more than 18 inches <br /> from the face or wall of the building upon which it is affixed, painted or attached, <br /> running parallel for its whole length to the face or wall of the building, and which <br /> does not extend beyond the horizontal width of such building. <br /> Subd. 34. WALL SURFACE: The total surface area of the building face to <br /> which the sign is attached, including windows and door areas, measured to the <br /> extreme outer limits of the wall surface. <br /> Subd. 35. WINDOW SIGN: A sign affixed to or inside a window in view of the <br /> general.public, but excluding merchandise on display. <br /> 1400.05 APPLICATION. <br /> Subd. 1. CONFORMITY: No sign may be erected, placed, altered or moved <br /> unless in conformity with this Chapter. <br /> Subd. 2. OTHER CODE PROVISIONS: Nothing in this Chapter may be taken <br /> to relieve any person from complying with the provisions of any other Chapter of the <br /> City Code. <br /> 1400.06 GENERAL REQUIREMENTS. <br /> Subd. 1. SIGN PERMIT NOT REQUIRED: The changing of the advertising <br /> message of a painted or printed sign, theater marquee or changeable copy sign, and <br /> the painting, repainting and cleaning of signs will not require a sign permit, but will <br /> otherwise be done in compliance with the Chapter and any other applicable law or <br /> section of this Code. <br /> Subd. 2. HAZARD AND HAZARDOUS SIGNS: No sign may by reason of <br /> its location, color or intensity, create a hazard to the safe and efficient movement of <br /> vehicles or pedestrian traffic. , No private sign may contain words which might be <br /> construed as traffic controls, such as "Stop", "Caution", "Warning", or otherwise <br /> resemble any official marker erected by a governmental body or agency, unless such <br /> sign is a directional sign. <br /> Subd. 3. FRAMEWORK OF SIGNS: When possible, the framework for the <br /> lateral support of a sign must be contained within the sign's body or within the <br /> structure of the building to which it is attached so as not to be visible. <br /> Subd. 4. PLACEMENT OF SIGNS: No sign, or attachment to it, may be <br /> erected, placed or maintained by any person on rocks, fences, or trees, nor in such <br /> a manner as to interfere with any electric lights, power, telephone or telegraph wires, <br /> or the supports thereof. <br /> 5 <br />
