STAFF REPORT
DATE: December 8, 1992
TO: Planning Commission
FROM: David Mark Urbia, Management Assistant
ITEM: COMPREHENSIVESIGN PLAN- 3813 STINSON BOULEVARD
BACKGROUND
The applicants,Mr. James Sarna and Mr. William Vogt, are submitting a comprehensive sign
plan for a strip mail (7,500 to 75,000 square feet). The comprehensive sign plan consists of
three elements: (1) wall signs, (2) replacement pylon sign, and (3) ground sign for a strip
mall.
Wall Signs: (No drawing provided). The same wall signs that currently are in place will
remain. The current wall signs are nonilluminated, black lettering at a height of two feet.
Replacement Pylon Sign: (Refer to Detail A). A variance was granted for size, number of
signs, and ground clearance' height. The variance allowed a sign that is 208.7 square feet,
has four price signs - a smaller gasoline brand sign - a strip mall identification sign, and six
feet of ground clearance. The applicant proposes a Conoco sign type B6 that is 219.96
square feet, as the property is significantly setback and the need to advertise three grades
of gasoline. Under the new sign ordinance, the number of price signs and price sign size is
not a consideration (new total sign surface area allowed is 150 square feet). The new sign
ordinance allows eight feet of ground clearance (the same requirement as traffic signs). The
Conoco sign will have a red background with white lettering. The sign will be illuminated..
Ground Sign for a Strip Mall: (Refer to Detail B). The new sign ordinance allows a ground
sign for strip malls with a total sign surface area of 150 square feet. The proposed sign area
is 128+ square feet (including the upper triangle area). The ground sign will have a white
or tan background with dark brown lettering. The sign will be illuminated.
RECOMMENDATION
Recommend approval of the Comprehensive Sign Plan to the City Council on the following
condition: The replacement pylon sign shall not exceed 208.7 square feet, which most likely
means that Conoco sign type B5 shall be used instead of the proposed Conoco sign type B6.
