STAFF REPORT <br /> DATE: June 10, 1993 <br /> TO: Planning Commission <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: APPLICATION FOR CONDITIONAL USE PERMIT, JAMES R. BONA, <br /> ST. ANTHONY UNOCAL, INC., 2812 27TH AVENUE NORTHEAST <br /> Background <br /> The proposed expansion of square footage, number of pumps, canopy, and parking area is <br /> considered an expansion of the business. Due to this, a conditional use permit will be required. <br /> A conditional use permit was not previously done for this location. <br /> The proposed redevelopment is defined as a through lot. A through lot must have setbacks of <br /> 35 feet from all public right-of-ways. Parking area must be setback 10 feet from the property <br /> line and 20 feet from the property line when it abuts a residential area. The combined square <br /> • footage of the buildings is 6,748 square feet, which requires 23 parking spaces. The Uniform <br /> Fire Code requires dispensing devices to be a minmimum of 10 feet from property lines and <br /> buildings. Parking lots must have approved curbing around the perimeter, which would be <br /> insurmountable cement curbing. <br /> Portions of the existing buildings are outside the building envelope, but this situation is <br /> grandfathered. The proposed addition would require a variance. The proposed canopy requires <br /> a variance, which is being requested tonight. The applicant intends to realign the gas pumps, <br /> install a canopy, expand parking area, and install curbing in conjunction with the street <br /> realignment. The proposed addition and demolision of the vacant-building are slated for next <br /> year. Due to this fact, staff proposes requiring curbing in the area being improved this year. <br /> Next year, if further work is continued, staff would propose to require curbing in front of the <br /> vacant building and by the alley (so that there is no access from the alley). <br /> With approving a conditional use permit, various conditions could be placed upon the business. <br /> Conditions such as: hours of operation, hours of sign illumination, and length of time and <br /> number of cars that are stored. <br />
