Section 1130 - PEDDLERS, SOLICITORS AND TRANSIENT MERCHANTS <br /> 1130.01 Definitions. For purposes of this Section, the terms defined in this <br /> Subsection have the following meanings: <br /> Subd. 1. 'Peddler" means a person who goes from house to house, from place <br /> to place, or from store to store conveying or transporting goods, wares or <br /> merchandise or offering or exposing the same for sale or making sales and <br /> delivering articles to purchasers. <br /> Subd. 2. "Solicitor" means a person who goes from house to house, from <br /> place to place or from street to street soliciting or taking or attempting to take <br /> orders for sale of goods, wares, merchandise or personal services for future <br /> delivery or performance. <br /> Subd. 3. "Transient Merchant' means a person who engages in any <br /> temporary and transient business selling goods, wares. and merchandise from <br /> a building, structure, vacant lot, vehicle or trailer in a zoning district where it <br /> is allowed by this Code. <br /> 1130.02 Registration Required. No peddler, solicitor or transient merchant shall sell <br /> or offer for sale any goods, wares, or merchandise within the City unless registered <br /> as provided in this Section. The nonrefundable registration fee is set forth in <br /> Section 615. Any peddler, solicitor or transient merchant dealing with merchandise <br /> to be delivered to customers in Minnesota directly from points outside of Minnesota <br /> is exempt from payment of the registration fee. Any person soliciting money, <br /> donations or financial assistance for a religious or charitable organization or selling <br /> merchandise for a fee on behalf of such an organization is exempt from payment of <br /> the fee, but is required to register with the City. <br /> 1130.03 Conditions for Registration. Registration with the City Clerk must occur at <br /> least five days prior to the date when the activity is to commence. Persons <br /> registering must file with the City Clerk an accurate sworn registration statement bn <br /> a form furnished by the City Clerk, giving the following information: <br /> (a) Name and physical-description of the applicant. <br /> (b) Complete home and local address of the applicant and, in the case of <br /> transient merchants, the local address from which proposed sales will <br /> be made. <br /> (c) A brief description of the nature of the business and the product or <br /> services involved. <br /> 11-5 <br />
