REGULAR COUNCIL MEETING <br /> MAY 11 , 1993 <br /> 3 PAGE 3 <br /> 4 <br /> 5 Temporary 3 . 2 Beer & Wine Permits <br /> 6 <br /> 7 Motion by Fleming, second by Wagner to approve the permit <br /> 8 applications for temporary 3 . 2 beer and wine submitted by <br /> 9 Village Fest , Inc . for July 23rd & 24th for use in Central <br /> 10 Park (pending proof of liquor liability insurance) and 'for a <br /> 11 family picnic hosted by Dennis Fagerlee for June 5th in <br /> 12 Central Park . <br /> 13 <br /> 14 Roll call : Enrooth , Fleming, Wagner , Ranallo - aye <br /> 15 Marks - nay <br /> 16 <br /> 17 Motion carries <br /> 18 <br /> 19 Petition for a Three-Way Stop <br /> 20 <br /> 21 A petition requesting a three-way stop sign at 31st Avenue and <br /> 22 Harding Street was received by staff . Residents in the area <br /> 23 are concerned with speed and neighborhood children ' s safety . <br /> 24 <br /> 25 Tim Mezzenga was in attendance at the meeting representing <br /> 26 property owners in the neighborhood . He reinforced the <br /> 0 concerns of his neighbors . He noted that if the signs were <br /> installed there would be some on-street parking lost for some <br /> 29 of the residents . <br /> 30 <br /> 31 The City Manager noted that to install stop signs traffic <br /> 32 warrants must be met . Criteria of the warrants are traffic <br /> 33 volume and a certain number of accidents . He felt there are <br /> 34 seldom residential streets where warrant tests are met . He <br /> 35 also observed that the City would take partial liability if <br /> 36 warrants are not met and stop signs are installed anyway . <br /> 37 <br /> 38 Councilmember Fleming cited the example of a stop sign on 27th <br /> 39 Avenue near St . Charles School that is not effective. <br /> 40 <br /> 41 The City Manager sent letters to all residents who would be <br /> 42 affected by the installation of stop signs at 31st Avenue and <br /> 43 Harding Street . Only one phone call. was generated by the <br /> 44 letter and that caller had no opinion . <br /> 45 <br /> 46 Motion by Ranallo, second by Wagner to approve the <br /> 47 installation of a three-way stop sign at 31st Avenue and <br /> 48 Harding Street . <br /> 49 <br /> 50 Motion carried unanimously <br /> • <br />
