• STAFF REPORT <br /> DATE: July 27, 1993 <br /> TO: Planning Commission - <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: PUBLIC HEARING -- V.B. <br /> Background <br /> The home construction began in 1992,. under the ordinance conditions prior to recodification <br /> in 1993. At the time, there was no lot coverage provision in the ordinance. The newly built <br /> home and other impervious surfaces have a lot coverage of approximately 31.6%. The builder, <br /> in obtaining a building permit, planned on razing the existing garage structure in the backyard, <br /> as well as the fire damaged home. The owner of the property decided at a later date to keep <br /> the existing garage for use as a playhouse and storage. The hardship is caused by City <br /> Ordinance, as it changed during the building process. During any building process, there are <br /> times when decisions are changed. <br /> • Recommendation <br /> Recommend approval of the Petition for Variance for the lot coverage requirement of 30% to <br /> allow the existing garage to remain. The hardship is caused by City Ordinance. The variance <br /> would be for an additional 9.7% lot coverage over the existing 31.6% (estimate) lot coverage. <br /> The total lot coverage would be 41.3%. The following conditions must be met in granting the <br /> variance: <br /> • The garage exterior must be upgraded to match the newly built home. <br /> • The garage must be upgraded structurally, if the Building Inspector finds any <br /> deficiencies. <br /> Notes <br /> • The owner has a letter on file stating that she will follow the decision of the City <br /> Council. <br /> • The existing lot coverage minus the detached garage structure is an estimate only <br /> because the exact sidewalk measurements are not known. I used a figure of 2% of the <br /> total lot area to determine the sidewalk area. The following is the components in <br /> determining lot coverage: <br /> Total Lot Area = 134.12' + 15' * 68' = 10,140.16m' <br /> House & Attached Garage = 1,678.5m' <br /> Driveway = 1,320■' <br /> • Sidewalk estimate = 202.8o' (2% of Total Lot Area) <br /> Detached Garage = 985.80' <br />
