(c) In the C and LI Districts the required trees, shrubs and ground cover <br /> i%ill be specified by the Council based upon aesthetic considerations, <br /> • the size and type of structure, and the available open space. <br /> 1650.09 Screening. Screening may be accomplished with a wall, fence, berm or other <br /> landscape feature, or plantings which will provide an opacity of 80% within three years of <br /> planting. Planting type and screen design are subject to Planning Commission review and <br /> Council approval. Screening is required on B, C or LI District property which abutts any <br /> property in a residential District. The Council may require screening on R4 District <br /> property which abutts R-1, R-1A, R-2 or R-3 District property. All exterior storage must be <br /> screened, except merchandise being displayed for sale or materials and equipment being <br /> used for construction on the premises. <br /> 1650.10 Boulevards on Corner Lots. No new structure, fencing, grade elevation or <br /> planting, in excess of 18 inches above the curb line is permitted within the boulevard on <br /> corner lots in residential districts. <br /> 1650.11 Relocating Buildings. Structures to be'relocated within the City must comply; <br /> wi.th the following: <br /> Subd. 1. Licensed Mover. Buildings may be moved only by a licensed building <br /> mover approved by the City Manager. <br /> Subd. 2. Public Hearing. A public hearing to consider the application for the permit <br /> will be held by the Planning Commission and notice of the hearing will be given in <br /> accordance with Section 115. The Planning Commission will then make its <br /> recommendations to the Council regarding the permit. <br /> Subd. 3._ Permit. The mover must complete a permit'application specifying the <br /> ori gin and destination of the building, the proposed route and the time of the . <br /> move. <br /> Subd.4. Relocated Buildings. The relocated building must comply with the Zoning <br /> Code and all other applicable codes. <br /> Subd. S. Moving Permit. The owner of record will be charged a moving permit fee <br /> based upon the assessed valuation of the building as provided in the Uniform <br /> Building Code. <br /> Subd. 6. Codes and Section Compliance. A building may not be occupied until it <br /> has been inspected by the City's Building Official and it has been determined that it <br /> complies.with all applicable laws and regulations. <br /> 1650.12 Soil Removal and Filling. Land reclamation and land removal and filling, <br /> grading and excavation of beaches will be permitted only by permit issued by the Council. <br /> An application for a permit must include the following and be accompanied by the fee set <br /> forth in Section 600: <br /> 16-38 <br />
