G Except as herein provided , no building , structure or premises shall hereafter be used or occupied and no building permit shall be granted that does not conform to the recuirements of this Code . Subd. H Uses -Slot Provided for Within Zoning Districts. Whenever in any zoning district a use is neither specifically per nor denied , the use shall be considered p_-oh=b- ited . =n such case the City Council or the Planning Commission on their own initiative or upon request, may conduct a study to determine if the use is acceptable and is so what zoning district would be nost appropriate and the determination as to conditions and standards relating to development of the use. The City Council , Planning Commission or property owner upon receipt o_ the staff study shall , If appropriate, initiate an. amendment to the Zoning Code to provide for the particular use under con- sideration or shall find that the use is not compatible for development within the City. Subd . 1 Authority. This Code is enacted pursuant to the au,zhority granted by the Municipal Planning Act, Minnesota Statutes, Sections 4-06'2. 351 to 4a2 . 3o3 . Subd . J A.niendr-ent; Comprehensive . The Council intends 'Chis Code to be a comprehensive amendment to Chapter 40 of the City, as amenced . Except as otherwise providee herein, the orovis ions of this Code are not intended to alter, diminish, or increase or otherwise mod_fy . anv' rights or liabilities existing on its affective data . Any act done , o�fense committed , or rights accruing or .accruea , or liability, penalty incurred--or imposed prior to the e-ffective data OF this Code is not affected by its enactment. Subd. X Senarability. It is hereby declared to be the intention of the City that the several. provisions of this Cade are separable in accordance with the following : ( 1) If any court of competent jurisdiction shall adjudge any provisionof this Code to be invalid , such judge- ment shall not affect any other provisions oJO. this Code not specifically included is said judgement.
