A properly drawn legal instrument, executed by the parties <br /> concerned for joint use of off street parking facilities, <br /> duly approved as to form and manner of execution by the City <br /> Attorney, shall be filed with the Manager. <br /> 8 . 170. Fractional Spaces . <br /> When application of the regulations for determining required off <br /> street parking spaces results in a requirement of a fractional <br /> space, any fraction up to and including 1/2 shall be <br /> disregarded, and fractions over 1/2 as one additional parking <br /> space. <br /> 8. 180. Off Street Loading Art-Business Districts. <br /> One off street loading space shall be provided in all Business <br /> Districts in connection with all buildings or additions <br /> hereafter erected, having a gross floor area of 10, 000 square <br /> feet or more, which are to be occupied by a use or uses <br /> requiring the receipt or distribution of materials or stock by <br /> vehicles. one additional space shall be provided for each 20,000 <br /> square feet or major fraction thereof over the original 10, 000 <br /> square feet. No tractor or trailer shall be parked in such space <br /> for over 72 hours. <br /> 8. 190. Enc- osu_re of Certain Businesses Required. <br /> 1. All business, storage, service, repair, processing, or <br /> merchandising display shall be conducted .wholly within an <br /> enclosed building or behind a solid fence not less than five <br /> (5) feet high except for the following uses and in <br /> accordance with the conditions herein specified. <br /> (a) off street parking and loading where permitted as <br /> accessory uses. <br /> (b) Display of -automobiles and trucks where accessory to <br /> authorized principal uses. <br /> 2. Temporary outside display of merchandise up to eight (8) <br /> days a year can be approved through a temporary permit <br /> issued by the Chief Code Enforcement Officer in any of the <br /> following business districts where retail sales . are allowed: <br /> B-2, B-3 , B-4 , and Shopping Center Districts. _ <br /> 3 . The outside display of merchandise, except as covered in <br /> Section 8 . 190 (1) and (2 ) is permitted by . special Use <br /> Permit. When considering any such special Use permit <br /> request., the Planning Commission and City Council shall con- <br /> sider the following criteria to determine the impact of the <br /> proposed outside display on the site, adjacent properties, <br /> and the community as a whole: - <br /> 4 . The issuance of a Special Use permit for the outside display <br /> of merchandise shall not cause nonconforming sites to be <br /> brought into conformance with all code requirements, or the <br /> dedication of street right-of-way. <br /> 45 <br />
