(10) Where a ground sign plan is submitted, the plan must include <br /> the location of the sign in relation to the lot lines and the <br /> building height, including any difference from the established <br /> grade, size, color, lighting and hours of illumination. <br /> Subd. 4. Permit Issuance. <br /> (1) Each application must be reviewed for compliance by the City <br /> Manager or the Manager's designee. <br /> (2) If the proposed sign complies with this Chapter, a permit will be <br /> issued within 30 days after the application date. <br /> (3) A sign permit will become null and void if the work for which <br /> the permit was issued has.not been completed within one year of <br /> its issuance, or renewed. Application for renewal will consist of <br /> the same procedures as the initial application for permit, <br /> including payment of any fee. <br /> Subd. 5. ShoRRing Centers/Strip Mall Comprehensive Sign Plan. A <br /> comprehensive plan must be provided for the whole of a shopping center <br /> development. This plan-includes the location, size, height, color, lighting <br /> and.orientation of all signs, and must be submitted for preliminary plan <br /> approval. When a comprehensive plan is presented, exceptions to the <br /> regulations of this Chapter may be permitted if the sign areas and densities for <br /> the plan as a whole are in conformity with the intent of this Chapter and if <br /> such exception results in an improved relationship between the various parts <br /> of the plan as.determined by the Council. Comprehensive Sign Plans will be <br /> reviewed by the City Planning Commission who will,forward a <br /> recommendation to the Council on the appropriateness of the proposed plan. <br /> 1400.10 Ground Signs. Are permitted in all districts, subject to the following: <br /> Subd. 1. Permit Ac ation. A permit is applied for in accordance with <br /> Subsection 1400.09. <br /> Subd. 2.. Height: <br /> (1) . The sign does not exceed 5 feet in height , except as.permitted <br /> under Subd. 4 of this Subsection. <br /> (2) ' The berming of a sign location will be considered in the height of <br /> a sign if the berm is more than 3 feet in height. <br /> 14-1.1 <br />
