Planning Commission Regular Meeting Minutes <br /> October 18, 1994 <br /> Page 3 <br /> 1 Narlock reported that the parking lot will be well lit to discourage crime. The lights will be 2 <br /> 2 foot-candles and will radiate downward. <br /> 3 Chair Gondorchin inquired as to the volume and concentration of truck traffic per day and also <br /> 4 the landscape composition. <br /> 5 Ben Herda, Civil Engineering Department of Planmark (CUB), stated that there will be truck <br /> 6 traffic 24 hours per day as CUB is a 24 hour operation. The heaviest concentration would be <br /> 7 between 4 and 10 PM: They plan to use trees or vegetation consisting of ornamental shrubs and <br /> 8 evergreens for screening the dock areas. Also, the docks are recessed 4-1/2 feet below the <br /> 9 finished floor of the parking lot and the store. <br />-. 10 Bergstrom expressed concern that most of the traffic would be using one exit and entrance which <br /> 11 is located on Silver Lake Road. He commented that this area was already congested and it is <br /> 12 difficult for the northbound traffic to turn into the mall. <br /> 13 Narlock stated that customers will have access to CUB from the east and the west also. <br /> 14 Bill Poirier, Representative for Planmark, (CUB), reported that approximately 9,000 cars use this <br /> 5 roadway per week at the present time. That figure is estimated to double after the <br /> redevelopment. If there is a problem where a roadway expansion would be necessary,they <br /> 17 would at that time, explore the possibility. He explained that there are still some environmental <br /> 18 issues to work out but that construction will hopefully start in September with the store opening <br /> 19 late next year. <br /> 20 Franzese inquired regarding the schedule of truck deliveries and also who would make decisions <br /> 21 regarding snow removal, etc.,when there was more than one owner of property in one mall. <br /> 22 Narlock explained that there would be truck traffic all day long with most of it occurring in the <br /> 23 evening. It should not conflict or compound the traffic problem. <br /> 24 Poirier explained that the parties would have an operating easement agreement which would <br /> 25 allow for parking lot clean-up, snow removal, sidewalk cleaning, etc. <br /> 26 Makowske inquired if there was a sufficient amount of parking area and if room for snow <br /> 27 removal had been taken into account. <br /> 28 Narlock replied that there would be more than enough parking area. A CMA value of 7 is <br /> 29 favorable and this project has a value of 7.86. <br />. 0 Gondorchin offered that a possibility for the southbound turn-in from Silver Lake Road, would <br /> be to have a better pathway cleared between the end of the building and the traffic light by TCF. <br />
