Council. <br /> 4 Councilmember Wagner reported his attendance, in place of the Mayor, at the Task Force <br /> 5 for Healthy Youth, Healthy Community. He stated that it is a very interesting program <br /> 6 but he doesn't believe it is moving forward fast enough. He reported that Shelly Freeman <br /> 7 spoke in regards to "Families in Crisis" and that she plans to get involved with this Task <br /> 8 Force to help the Task Force to move ahead. <br /> 9 Councilmember Marks reported that he received a phone call from long time St. Anthony <br /> 10 resident. The resident wasn't able to attend the City Council meeting tonight due to <br /> 11 illness, but wished to express his full support for the Apache project. <br /> 12 D. City Manager. <br /> 13 City Manager Morrison reported that it was time to update the comparable worth form. It <br /> 14 is due in December and City Council is to review it in January. <br /> 15 VIII. PUBLIC HEARING -None. <br /> 16 IX. NEW BUSINESS. <br /> 17 A. Ordinance 1994-008. re: Water Rates ( 1 st reading_I <br /> 18 Motion by Enrooth, second by Wagner to approve the first reading of Ordinance 1994-008, <br /> 19 relating to water rates, amending section 610.02, so as water bills will be computed quarterly <br /> 20 based on metered water used at the rate of$.90 per 100 cubic feet or any fraction thereof, <br /> 21 commencing January 1, 1995. <br /> 22 Motion carried unanimously. <br /> 23 B. Ordinance 1994-009, re: Outside Employment of City Employees ( 1 st reading_l. <br /> 24 Motion by Wagner, second by Fleming to approve the first reading of Ordinance 1994-009, <br /> 25 relating to outside employment, amending section 300.06, subd. 1, so as no employee shall work <br /> 26 for more than one City department at a time, except in the case of temporary emergency <br /> 27 situations, and as ordered by the Department Heads of the affected City departments, with the <br /> 28 only exception being the Public Works employees who are daytime Reserve Firefighters. <br /> 29 In response to Marks, Morrison stated that there is a personnel ordinance in place that restricts <br /> 30 any City employee to work after hours in related positions. <br /> 31 Motion carried unanimously. <br />
