Subd. 11. Communicable Disease. Public exposure of a communicable <br /> disease. <br /> Subd. 12. Trees. Dead and terminally diseased trees and dead tree limbs. <br /> 1200.04 Refuse Control. Refuse on private premises must be controlled as follows: <br /> Subd. 1. Garbage. Garbage and refuse must be kept in authorized private <br /> receptacles. <br /> Subd. 2. Removal of Refuse. It is the duty of every tenant, lessee, owner, and <br /> occupant of private premises on which refuse accumulates, including that <br /> kept in authorized private receptacles, to at least once a week deposit the <br /> refuse with a refuse collection service licensed by the City or in an approved <br /> landfill. <br /> Subd. 3. Accumulation of Refuse. No person may accumulate or permit to <br /> accumulate any refuse which may be offensive to other persons by reason of <br /> appearance, odor, sanitation, or possible littering of neighboring properties, or <br /> which may constitute a fire hazard. <br /> Subd. 4. Hauling Refuse. All-persons hauling or conveying refuse for hire <br /> must haul the refuse in suitable vehicles provided with end and sideboards of <br /> sufficient height to prevent any part of the load from falling or leaking onto <br /> any public street or alley. Vehicles must at all times, except when loading or <br /> unloading, be kept covered so as to prevent the discharge of materials from <br /> the vehicles. <br /> Subd. 5. Dumping Ground Prohibited. It is unlawful for any person to use or <br /> maintain land in the City as a landfill or dumping ground for refuse, or to <br /> permit it to be so used or maintained, without an appropriate permit from <br /> the City. <br /> Subd. 6. Licenses Required. No person may engage in.the business of refuse. <br /> collection in the City without a license from the City to do so. <br /> 1200.06 Litter Control. Litter will be controlled as follows: <br /> Subd. 1. Public Property. No person may throw or deposit litter in or upon <br /> any street, sidewalk or other public property except in public receptacles or <br /> authorized private receptacles for collection. Where public receptacles are not <br /> provided, all litter must be carried away from the public property by the <br /> person responsible for its presence. <br /> 12-3 <br />
