(d) That part of the Northwest 1/4 of Section 7, Township 29, Range 23, <br /> described as follows: Beginning at the point of intersection of a line <br /> drawn parallel with and 1079.8 feet North of the South line of said <br /> Northwest 1/4 with the original Northwesterly line of the County <br /> Road, said Northwesterly line being 33 feet Northwesterly of, measured <br /> at right angles to the centerline of said road (now known as County <br /> Highway No. 33); thence Southwesterly along the original <br /> Northwesterly line of said County Road, 300 feet; thence at right angles <br /> Northwesterly to an intersection with said line drawn parallel with <br /> and 1079.8 feet North of the South line of said Northwest 1/4; thence <br /> Easterly along said line so drawn to the point of beginning. <br /> Subd. 2. Exceptions. The Council may approve the issuance of a building <br /> permit where all of the following conditions are met: <br /> (a) The permit is not for a new building or the addition of space to an <br /> existing building. <br /> (b) The permit is for the repair, refurbishing, upgrading or other <br /> improvement of the property. <br /> (c) There is no change or proposed change in the use of the property. <br /> Section 1335 — HOUSING MAINTENANCE AND OCCUPANCY <br /> 1335.01 Purpose. The purpose of this Section 1335 to protect the public health, <br /> safety, and general welfare. These general objectives include, among others, the <br /> following: <br /> (a) Protect the character and stability of residential areas within the City. <br /> (b) Correct and prevent housing conditions likely to adversely affect the <br /> well-being of persons occupying dwellings within the City. <br /> (c) Provide minimum standards for cooling, heating, sanitary equipment, <br /> light and ventilation. <br /> (d) Prevent the overcrowding, slums and blight, and preserve the value of <br /> land and buildings. <br /> It is not the intention of the City to intrude upon the contractual relationship <br /> between tenant and landlord, to intervene as an advocate of either party, to act as an <br /> arbiter, or to deal with complaints covered by this Section 1335.. <br /> 13-15 <br />
