STAFF REPORT <br /> DATE: -August 20, 1996 <br /> TO: Planning Commission Members <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Request for Condition Use Permit -- Mike Miller, <br /> St. Anthony Health Care Center Addition, <br /> 3700 Foss Road <br /> BACKGROUND. <br /> Mike Miller, Administrator and owner of the St. Anthony Health Care Center has filed an <br /> application for a Conditional Use Permit in order to build an addition to the St. Anthony <br /> Health Care Center that will expand the size of-the nursing home and assisted living health <br /> care center. The proposed addition will have two floors which will add 16,000 square feet <br /> for the nursing home and another 16,000 on the second floor for assisted living units. The <br /> proposed conditional use is a use that is specifically listed in the City's Zoning Ordinance <br /> as permitted in this zoning district. <br /> The owners recently received approval from the State of Minnesota to expand the size of <br /> the facility so as to accommodate the construction of 2-bed rooms that will replace the <br /> current 4-bed rooms. The approval is required before any nursing home facility can <br /> expand and it was determined by the State that St. Anthony Health Care Center was most <br /> in need of expanding by assigning their application first priority. The facility will not be <br /> increasing the number of beds, only the number of rooms, which will provide more livable <br /> space and privacy to the residents of the facility. <br /> The St. Anthony Health Care Center has been operating at this site for twenty-nine (29) <br /> years in the same capacity. Despite the long history this facility has in the City, the <br /> Center has not been shown to be detrimental to the health, safety or general welfare of <br /> anyone residing or working in the vicinity of the facility. It has also not been detrimental <br /> to property values in the area. <br /> In addition to obtaining the Conditional Use Permit for the proposed expansion, the <br /> owners need to obtain several variances because of the unique situation of this property <br /> and that of Chandler Place. It has long been recognized that both Chandler Place and St. <br /> Anthony Care Center lack adequate parking. This is evidenced by the amount of parking <br /> that occurs on Foss Road and Chandler Drive. Part of this proposed expansion project <br /> will be to provide additional visitor parking on.site. Parking plans have been submitted <br /> that show parking spaces in the parking setbacks of Chandler Place on Chandler Drive side <br /> and St. Anthony Care Center on the Foss Road side. <br />
