STAFF REPORT DATE: -August 20, 1996 TO: Planning Commission Members FROM: Kim Moore-Sykes, Management Assistant ITEM: Request for Condition Use Permit -- Mike Miller, St. Anthony Health Care Center Addition, 3700 Foss Road BACKGROUND. Mike Miller, Administrator and owner of the St. Anthony Health Care Center has filed an application for a Conditional Use Permit in order to build an addition to the St. Anthony Health Care Center that will expand the size of-the nursing home and assisted living health care center. The proposed addition will have two floors which will add 16,000 square feet for the nursing home and another 16,000 on the second floor for assisted living units. The proposed conditional use is a use that is specifically listed in the City's Zoning Ordinance as permitted in this zoning district. The owners recently received approval from the State of Minnesota to expand the size of the facility so as to accommodate the construction of 2-bed rooms that will replace the current 4-bed rooms. The approval is required before any nursing home facility can expand and it was determined by the State that St. Anthony Health Care Center was most in need of expanding by assigning their application first priority. The facility will not be increasing the number of beds, only the number of rooms, which will provide more livable space and privacy to the residents of the facility. The St. Anthony Health Care Center has been operating at this site for twenty-nine (29) years in the same capacity. Despite the long history this facility has in the City, the Center has not been shown to be detrimental to the health, safety or general welfare of anyone residing or working in the vicinity of the facility. It has also not been detrimental to property values in the area. In addition to obtaining the Conditional Use Permit for the proposed expansion, the owners need to obtain several variances because of the unique situation of this property and that of Chandler Place. It has long been recognized that both Chandler Place and St. Anthony Care Center lack adequate parking. This is evidenced by the amount of parking that occurs on Foss Road and Chandler Drive. Part of this proposed expansion project will be to provide additional visitor parking on.site. Parking plans have been submitted that show parking spaces in the parking setbacks of Chandler Place on Chandler Drive side and St. Anthony Care Center on the Foss Road side.
