He stated <br /> 2 the ordinance requires a 30-foot setback when the sideyard is adjacent to a public right-of- <br /> 3 way. <br /> 4 2) Lot Coverage. Mr. Miller stated the ordinance calls for a maximum of 50% lot coverage for <br /> 5 R-4,and that the proposed addition required an increase in parking will cause lot coverage <br /> 6 to increase to 56% <br /> 7 3) Rear Yard Setback Variance. Mr. Miller stated the addition will require a 25-foot variance <br /> 8 in the rear yard due to the close proximity of the existing St. Anthony Health Care Center <br /> 9 and Chandler Place. The ordinance requires a rear yard setback of 40 feet. <br /> 10 4) Side Yard Setback Variance. Mr. Miller stated the southwest corner of the addition requires <br /> 11 a seven-foot variance. The ordinance requires a 15-foot setback for each side. <br /> 12 Mr. Miller stated a Conditional Use Permit may be needed to allow a nursing home, but his staff is <br /> 13 still unsure. He stated a Conditional Use Permit was not required in 1967 when the facility was <br /> 14 built, but is required now. <br /> 15 Mr. Miller stated another issue may be the square footage of the proposed rooms. He noted City <br /> 16 Ordinance 1630.05,Page 1621, states that regular efficiency units be a minimum of 500 square feet, <br /> 17 and one-bedroom be a minimum of 650 square feet. Mr. Miller stated the proposed addition will <br /> 18 have units of 260 square feet for efficiency units to 380 square feet for one-bedroom units. He noted <br /> 19 the residents of these units will have housekeeping and laundry services provided as well as three <br /> 20 meals per day. He stated there have been a number of these types of units built in the Twin Cities <br /> 21 area and none approach the 500-square foot size. <br /> 22 Mr. Miller noted a neighborhood meeting has been scheduled for Wednesday, July 24th at 6:30 in <br /> 23 the community room at the Center to inform the neighbors of-the proposed addition and to answer <br /> 24 any questions they may have. <br /> 25 Commissioner Franzese stated she had seen a recent article that the Center had obtained approval <br /> 26 by the Rice Creek Watershed District. Mr. Miller stated he was misquoted, and will soon begin the <br /> 27 approval process, but has not as of yet. <br /> 28 Commissioner Franzese inquired if the neighboring school will still allow parking on an as-needed <br /> 29 basis. Mr. Miller stated he will verify with the new principal, but did not anticipate any problem <br /> 30 with his staff parking in the school lot on evenings and weekends when special resident events are <br /> 31 being held in order to allow room for additional visitor parking. <br /> 32 Commissioner Franzese stated that approval from the Rice Creek Watershed, lot coverage, and the <br /> 33 catch basin are all mitigating factors in the approval process. He stated the new addition will allow <br /> 34 for all deliveries to be sent to the loading dock. <br />
