He stated he met with Kate Drewey of the Rice <br /> 3 Creek Watershed District last week and the.criteria they would require would be to install a grit <br /> 4 chamber for this drainage. This would be a 6 foot by 6 foot box with internal buffers to screen <br /> 5 the sediment and would require periodic cleaning. This is not as effective for nutrient but would <br /> 6 be better than the typical manhole. This has been discussed with the project proposers and they <br /> 7 are willing to proceed with this option. The other issue is the natural drainage to the northeast <br /> 8 corner. A catch basin will be installed and when Lot 4 develops, the drainage will be routed <br /> 9 through Lot 4 and connected to the new system south of 39th Avenue. In the interim it will be <br /> 10 connected to the catch basin on Silver Lake Road. Rice Creek Watershed District has found this <br /> 11 acceptable. <br /> 12 Mr. Miller explained that all the drainage on the site will be treated, once the area is fully <br /> 13 developed. 80%of the drainage of the water from this site will go through the two pond <br /> 14 systems. This has been reviewed with OPUS and they are in agreement and will permit this. <br /> 15 Momson asked if the grit chamber would be permanent. Mr. Miller stated he believed it would <br /> 16 be but there was a possibility that when the body of the Center is removed, depending on the <br /> 17 development scheme of Lot 7,the drainage may be routed to a future pond in that area. <br /> 18 Mr. Jones confirmed that 80%of the site, including both roofs, all of the parcel that is on the east <br /> 19 side of the property and all the property on the north side,will eventually drain into the two <br /> 20 ponds which have been constructed on the south side of 39th. <br /> 21 Mr. Miller stated this was correct. <br /> 22 Mr. Jones stated this he felt this showed good faith. He asked if it would be possible to drain the <br /> 23 water from the grid chamber back behind Taco Bell into the Soo Line Railroad right-of-way. <br /> 24 Mr. Miller stated he was aware that there was drainage to that area but it is unpermitted. <br /> 25 Mr. Jones stated he felt Westwood Professional.Services had answered all questions completely <br /> 26 and honestly, and was doing a marvelous job on the development to date. He stated he was <br /> 27 pleased to see the development go forward and was only concerned with the potential damage to <br /> 28 Silver Lake. He stated he was willing to accept Westwood's word as long as it was part of the <br /> 29 public hearing. He stated he would like a stipulation included in the granting of the variance that <br /> 30 all the drainage of this site would be handled as stated tonight. <br /> 31 . Chair Bergstrom stated he was happy to hear that the relationship was going well.. He noted the <br /> 32 Planning Commission does not have to authority to approve ponding and NURP standards. They <br /> 33 have been deferring this to Rice Creek Watershed District and will continue to do so. <br />
