MEMORANDUM <br /> DATE: September 30, 1996, <br /> TO: Mayor and Councilmembers <br /> FROM: Michael Mornson, City Manager <br /> ITEM: Meeting with BRW, Inc. <br /> We met 'with Bill Weber and Suzanne Rhees on September 25 to go over their proposal <br /> and the scope of work based on the $39,000 proposal versus doing the Comprehensive Plan <br /> Update for $30,000. Bill showed us a worksheet outlining the scope of work that he and <br /> BRW would do for $30,000. Essentially, Bill's time would be very limited on this project; <br /> most of the work would be done by City Staff and Suzanne. It also would not include <br /> submission of the Comp. Plan Update to the Metropolitan Council. This, as well as any <br /> revisions, would have to be done by Staff. <br /> Without Bill's input and work on this project, I feel the Comprehensive Plan will not be <br /> completed in a timely manner nor would we have any assurances that it would be <br /> acceptable to the Metropolitan Council. These factors could potentially cause the update <br /> to take more time than is necessary and be more costly in the end. I would recommend <br /> that we accept the BRW bid for $39,385 as submitted. <br /> We have $5,000 budgeted for this year and $5,000 budgeted for next year in order to start <br /> this project. The remaining $29,385 could be paid through the HRA. <br /> The following is the schedule of initial meetings with Bill to get the Comp. Plan Update <br /> project going: <br /> 10/8 City Council Meeting — Approval of contract. <br /> 10/29 Joint Kick Off Meeting'— Council and Planning Commission <br /> 1/15/97 First meeting with Committee <br /> BRW can provide other services to the City for the Update, such as a Water Resource Plan <br /> and a community survey. These would be at an additional cost. The Water Resource Plan <br /> is a required portion of the Comprehensive Plan Update, which we will have to go out to <br /> bids for.. Bill indicated that BRW would also be interested in submitting a bid for this as <br /> well. If we wanted them to do a survey, the cost (estimated between $4,000 - $5,000) <br /> would be added to the current contract. <br />
