Planning Commission Regular Meeting Minutes <br /> October 21, 1997 <br /> Page 3 <br /> 1 townhomes on the site. This is being presented in concept review as it will be on the <br /> 2 November Planning Commission agenda for request of a variance. The front yard of the <br /> 3 proposal will be on 33rd Avenue. The-site will be regraded to achieve a higher elevation in <br /> 4 the.front to allow tuck-under garages in the back. This will also allow the project to retain <br /> 5 it's water on the site while at the same time providing a stylish, nice-looking unit for the area. <br /> 6 Due to the higher elevation, the developer is proposing to place a small set of steps in the <br /> 7 front yard of the property. City Ordinance states that steps, stoops and porches may only <br /> 8 extend into the front yard 5 feet. The proposed step will be approximately 15 feet into the <br /> 9 front yard and will require a variance. <br /> 10 Commissioner Franzese noted that there is a 16 foot parcel of"dead space" located to the east <br /> 11 of this property and asked if that property could be incorporated into this development. <br /> 12 Ms. Moore-Sykes reported that Mr. Fisher has tried to acquire that property but to no avail. <br /> 13 The owner of the 16 foot wide parcel, for whatever reason, does not want to sell the land. <br /> 14 Ms. Moore-Sykes noted that Staff and the developer were extremely cognizant of the water <br /> 15 issues and the contractor has been advised to seek the approval of the appropriate watershed <br /> 16 district. <br /> 17 Commissioner Gondorchin questioned conformance with the lot coverage and the height <br /> 18 requirements. He noted the garages were located to the north and asked if the rest of the area <br /> 19 to the west and south was all green space. <br /> 20 Ms. Moore-Sykes stated the proposal is within the maximum allowed lot coverage and the <br /> 21 Public Works Director has reviewed the plan and is comfortable with the height. The area to <br /> 22 the west and south are green space and .there is a driveway opening in the northwest corner to <br /> 23 access the tuck-under garages. <br /> 24 Commissioner Gondorchin questioned the dotted area located in the garage. <br /> 25 Ms. Moore-Sykes stated she believed the dotted line demonstrated the location of an enclosed <br /> 26 dumpster. <br /> 27 Commissioner Gondorchin noted that it appears on the plan that there is not room for parking <br /> 28 in the driveway area. If cars were parked in that area, they would block the access of other <br /> 29 residents. In accordance with that issue, he questioned the manner in which emergency <br /> 30 vehicles would access the rear of the buildings. <br /> 31 Ms. Moore-Sykes stated that the original plan included parking on the site to the west of the <br /> 32 unit. That is no longer drawn on the proposal. <br /> 33 Commissioner Gondorchin suggested that if there were to be parking on the west portion of <br /> 34 the site the lot coverage should be verified. <br />
