1 CITY OF ST. ANTHONY <br /> 2 STORM WATER MANAGEMENT TASK FORCE <br /> 3 MEETING MINUTES <br /> 4 October 15, 1997 <br /> 5 7:00 P.M. <br /> 6 Conference Room <br /> 7 I. CALL TO ORDER. <br /> 8 The meeting was called to order at 7:12 P.M. <br /> 9 TASK FORCE MEMBERS PRESENT. <br /> 10 Also present were: Pete Willenbring, WSB; Todd Hubmer, WSB; Mike Morrison, <br /> 11 City Manager and Kim Moore-Sykes, Management Assistant; Jay Hartman, Public <br /> 12 Works Superintendent. <br /> 13 Sign-in sheet attached. <br /> 14 II. APPROVAL OF AGENDA. <br /> 15 Motion by Otte, second by Kozarek to approve the agenda. <br /> 16 Motion carried unanimously. <br /> 17 III. REVIEW OF SEPTEMBER 24, 1997 MINUTES. <br /> 18 Motion by Otte, second by Kozarek to approve the September meeting minutes. <br /> 19 Lockrem stated that the minutes need to be corrected to reflect that her home has <br /> 20 flooded other times as well. <br /> 21 Motion carried unanimously. <br /> 22 IV. COMMENTS/UPDATES FROM CO-CHAIRS. <br /> 23 Co-Chair Jacobs absent. Co-Chair Kozarek summarized the City Council meeting, <br /> 24 stating that the Council's action on the task force's recommendations will be <br /> 25 reported later in the meeting. <br /> 26 V. COMMENTS/UPDATE FROM CITY STAFF ON ACTIVITIES SINCE LAST <br /> 27 MEETING. <br /> 28 The City Manager reported that the City submitted applications to MHFA, which <br /> 29 has $150,000 available for flood mitigation and home buy-outs and to FEMA, which <br /> 30 has made $550,000 available for flood mitigation projects as well. He reported that <br /> 31 he met recently with Senator Marty's assistant, who repeated that the City must <br /> 32 have its long term flood recommendations and plan to Senator Marty's office by <br /> 33 December 15th. Senator Marty's assistant indicated that St. Anthony may have <br /> 34 problems getting funding as most agencies are looking for collaboration between <br /> 35 regional jurisdictions as part of the project. <br /> 36 The City Manager reported that the City Council has received a legal opinion from <br /> 37 the City Attorney regarding the purchasing of homes. The City Attorney reported <br /> 38 that the City is not legally able to purchase individual properties unless a city-wide <br /> 39 benefit can be established, e.g. for the construction of a storm water retention basin. <br />
