She was not certain if the additional parking had been removed because the footprint <br /> 6 of the building had changed or if the developer merely desired more green space on the lot. <br /> 7 She reported the developer has indicated that he has constructed townhomes of a similar style <br /> 8 in Eden.Prairie. <br /> 9 The Commission directed Staff to investigate the access for emergency vehicles with Fire <br /> 10 Chief Johnson and also the amount of parking available on site. <br /> 11 VIII. OTHER BUSINESS. <br /> 12 1. Proposed Amendment to the Zoniniz Ordinance Establishing Reizulations for Churches <br /> 13 Temples and Svnago ug_es. <br /> 14 Ms. Moore-Sykes noted that the Planning Commission had asked Staff to determine the <br /> 15 building.coverages of the various church properties in St. Anthony. She reported the building <br /> 16 to lot coverages of the churches are as follows: Faith Methodist- 33%, Nativity Lutheran - <br /> 17 15%, Elmwood Evangelical - 7%, and St. Charles (currently) - 19%. If St. Charles is granted <br /> 18 permission to construct the fellowship hall, their building to lot coverage will be at <br /> 19 approximately 24%. Ms. Moore-Sykes stated she had changed the proposed amendment to <br /> 20 require that the building to land ratio for the permitted and permitted conditional uses (a)-(e) <br /> 21 may not exceed 35%. <br /> 22 Chair Bergstrom commented that in the definition section 1605 of the code, lot coverage is <br /> 23 defined but building to lot coverage is not. He suggested that building to lot coverage should <br /> 24 be defined in Section 1605 Subd. 17a. as "the combination of square footage of all building <br /> 25 footprints divided by the total square footage of the lot". <br /> 26 Chair Bergstrom suggested that in regard to parking.requirements, instead of changing <br /> 27 1650.05 Subd. 1 (11), make the change to 1650.05 f "...subsection except by City Council <br /> 28 action or the R-1 permitted conditional uses where the petitioner can demonstrate that-a <br /> 29 specific project will not have adverse off-site parking effects". <br /> 30 Chair Bergstrom questioned if there would be benefit to include a statement in regard to total <br /> 31 lot coverage in the section of the Ordinance referring to building to,.land ratio. He noted that <br /> 32 as a City, there is a desire to preserve green space and to be sensitive to storm water <br /> 33 infiltration and run-off. <br /> 34 Ms. Moore-Sykes noted that the setback requirements will offer some control of the total lot <br /> 35 coverage. She noted that the total lot coverage of the church properties are not included in <br /> 36 the Staff report. <br /> 37 Chair Bergstrom suggested that a total lot coverage percent be determined by WSB or <br />
