CITY OF ST. ANTHONY

Parks Advisory Task Force Meeting Summary
February 18, 1998
7:00 p.m.
.6
I. CALL TO ORDER.
The meeting was called to order.
Also present: Bob Kost, BRW, Inc.; Mike Mornson, City Manager; Jay
Hartman, Public Works Director; Brian Thuesen, Councilmember.

II. APPROVAL OF FEBRUARY 9, 1998 MEETING AGENDA.
Motion by Marks, second by Wolf to approve agenda.

III. REVIEW OF JANUARY 12, 1998 PARKS ADVISORY TASK FORCE
MEETING SUMMARY.

IV. REVIEW AND DISCUSS COUNCIL'S INITIAL DIRECTIVES TO TASK
FORCE.
Councilmember Thuesen stated that the task force needs to remember that
Central Park is a large asset for the Community. He asked that in the planning
of Central Park that the kids do not get forgotten in the process.

Rovick described her frustration over the timing of the redevelopment of the
parks. She asked if the new Community Services oriented tot lot would be
temporary or permanent. Discussion followed. Kathy Knapp was not present to
address the issue; most members thought the play area was permanent, although
previous discussions reflected the task force's desire for the tot lot equipment to
eventually be relocated as part of the long range design for Central Park.

Rovick and Lambrecht stated that they have misgivings regarding the park
concept as illustrated. Primarily they question the multi-age play area at the
south end near the water tower. They also were concerned by the trail
alignment and the lack of a place for people to gather.

Kost asked the task force if they wanted to revisit the previous decision
regarding the location of park elements. There was discussion but no consensus
was reached on this question.

The City Manager indicated that many factors are involved in this
redevelopment project including funding, seasons,, etc. He reported that because
the water tower is scheduled for maintenance, repair and painting this summer,
which means installing equipment is not feasible or logical by the water tower
this summer.
