City Council Regular Meeting Minutes <br /> February 24, 1998 <br /> Page 8 <br /> 1 Mornson reported the volunteer dinner will be on the March work session agenda. A list of <br /> 2 volunteers will be provided for Council review. <br /> 3 <br /> 4 Mayor Ranallo asked if City Manager could also provide a list of those who attended the event <br /> 5 last year. <br /> 6 <br /> 7 Mornson noted the March work session will be held on March 4, 1998 due to the precinct <br /> 8 caucuses. A Joint Meeting will be held with the Planning Commission from 6:00 to 7:00 P.M. <br /> 9 WSB will provide a proposal of how the parks and the area of the proposed removal of five <br /> 10 homes will look after development of the flood protection. The Parks and Storm Water Task <br /> 11 Forces and the Planning Commission have been invited to attend the work session. <br /> 12 <br /> 13 Mornson reported that the Parks Task Force has meetings scheduled for March 16, April 20 and <br /> 14 April 27, 1998 and plan to make a presentation to the Council at their April 28, 1998 meeting. <br /> 15 One potential issue is the recommendation of a Park Commission, which may include some of <br /> 16 the members of the Parks Task Force. The Parks Task Force may not be able to accomplish all <br /> 17 the items, which they originally set out to accomplish. <br /> 18 <br /> 19 Mornson reported the Storm Water Task Force has recessed until May 6, 1998. This was done to <br /> 20 allow the City time to determine what funding will be available. <br /> 21 <br /> 22 Mornson reported February 18, 1998 was the deadline for the five homeowners to respond to the <br /> 23 City and a response has been received from them all. All five are interested in selling their <br /> 24 homes but none are interested in the sale price offered by the City. They are asking that the City <br /> 25 hire an appraiser and some are asking for two appraisals. Mornson noted the City has received <br /> 26 $150,000 from the Minnesota Funding Agency and FEMA has approved $700,000. Both of the <br /> 27 agencies feel that an appraisal is a good idea and will pay for one appraisal. FEMA will not pay <br /> 28 for the appraisal until after approval of the funds and the City may not be able to be reimbursed <br /> 29 through grant money. <br /> 30 <br /> 31 Faust noted that most people typically do want two appraisals. He stated he was not opposed to <br /> 32 two appraisals but felt the City should wait until they receive the grant money so that they could <br /> 33 recoup the costs. <br /> 34 <br /> 35 Cavanaugh recommended that the appraisals be done now. This is a fundamental part of the <br /> 36 process, which will have to be completed whether or not the City obtains any funding. This is a <br /> 37 core piece of information that the City needs to keep the process moving. <br /> 38 <br /> 39 Thuesen questioned if one appraisal should be performed now and one after funding becomes <br /> 40 available. <br /> 41 <br />
