Mr. Moberg will <br /> 2 study the rating and then attend a work session to give his opinion as to the location of the next <br /> 3 project: In the past,the City has tried to complete the projects in sections so there would be <br /> 4 consistency. The WSB Report may change this process. <br /> 5 <br /> 6 Bob Moberg, RCM, explained that the 1998 Street Improvement Project was started before the <br /> 7 Storm Water Task Force was initiated. The City now has a document that can aid in the <br /> 8 coordination of the storm water improvements and the street improvements. <br /> 9 <br /> 10 Mr. Moberg explained that the storm water management portion of the street improvements <br /> 11 includes replacement of the existing infrastructure and due to the heavy clay soil also may <br /> 12 include installation of drain tile three feet below the street. This helps to get the water out of the <br /> 13 roadway and improves the response of the roadway to the thaw-freeze cycle. Mr. Moberg <br /> 14 explained that the existing concrete infrastructure was installed in the roadways 40 to 50 years <br /> 15 ago and his company believes it is more cost efficient to replace it during road reconstruction <br /> 16 than to wait for it to break. <br /> 17 <br /> 18 Motion by Marks, second by Faust to approve Resolution 98-029, awarding a bid for concrete <br /> 19 pavement rehabilitation and sidewalk construction for.3Yd Avenue NE to Progressive <br /> 20 Contractors, Inc. in the amount of$322,332.90. <br /> 21 <br /> 22 Motion carried unanimously. <br /> 23 <br /> 24 B. Resolution 98-030, re: St. Anthony Boulevard Sidewalk Improvements. <br /> 25 Morrison reported a request was made last summer by Dennis Cavanaugh, as a resident, to <br /> 26 improve the sidewalks on St. Anthony Boulevard because asphalt had been placed over concrete. <br /> 27 The policy at that time was to assess property owners for 100%of the cost even though this is a <br /> 28 MSA road. MNDOT has since changed their policy and will pay for the reconstruction of <br /> 29 sidewalks on an MSA road. The sidewalk is in need of reconstruction. He asked if the Council <br /> 30 would like to perform the reconstruction at this time. <br /> 31 <br /> 32 Faust asked why this sidewalk was being repaired. He asked if the City had a sidewalk <br /> 33 restoration plan. <br /> 34 <br /> 35 Marks stated he thought the City did have a sidewalk plan. He noted that the City does not have <br /> 36 enough sidewalks and should install them whenever possible. <br /> 37 <br /> 38 Faust stated he was not against the installation of sidewalks but wanted to be sure that this <br /> 39 sidewalk was the highest priority. <br /> 40 <br /> 41 Cavanaugh stated this restoration has been deferred for a long time. <br /> 42 <br />
