If the light meets the criteria,the City will assume the : <br /> installation/operating costs. The NSP Street Light Coordinator will perform <br /> the site review. The request need not be made in writing; a phone call is <br /> adequate. NSP will reply in writing and enclose a map of the proposed site <br /> indicating a possible location. City staff will contact NSP. <br /> 4. If installation of the light can be done at no charge to the City,the"Street <br /> Light Approval Form"is sent to the residents requesting the light. On this <br /> form,the owner of the property on which the light will be placed and the <br /> abutting property owners must give their approval to the location of the <br /> proposed street light. Usually four to six signatures are required,depending <br /> on the site. If all of the abutting property owners do not approve the proposed <br /> location,the light cannot be installed. <br /> 5. If any assessments to properties affected are proposed to be levied, a public <br /> hearing must be held unless the property owners waive their right to this <br /> procedure. <br /> 6. When the"Street Light Approval Form"is returned to the City with all <br /> appropriate signatures, a written request is sent to NSP for the installation of <br /> the proposed street light. The address for doing so is Northern States Power <br /> Company, Street Lighting Coordinator, 1518 Chestnut Avenue North, <br /> Minneapolis,Minnesota 55403. NSP will place the request on their work <br /> schedule and install the light at their earliest convenience. City staff will <br /> make this request if the conditions warrant approval. <br /> In the event that a request for a street light must be denied,the person making the request <br /> shall be.informed of two possible alternatives. <br /> 1. NSP can install a light free of charge,if there is a close service point;but will <br /> charge the residents for the operation costs. The operating costs'are <br /> approximate$7.00 a month. However,NSP will mail only one bill to one <br /> property owner and a three-year contract must be signed. <br /> 2. Abutting property owners may petition the City asking that they be assessed <br /> for all costs of the light through special assessment. The City will then <br /> arrange for the installation of the proposed light. <br /> 10/98 <br />
