planning Commission Meeting Minutes <br /> December 18, 2001 <br /> Page 3 <br /> 1 <br /> 2 Shinlof came forward to share his knowledge of the building,having looked it over at <br /> 3 Solie's request. He reviewed some of the details and mechanics of the building that <br /> 4 make the system function properly: a large unit on top of the building that pumps fresh <br /> 5 air into the building,two large exhaust fans on north side of the building. <br /> 6 <br /> 7 Shinlof stated that the mechanics of the building were not functioning properly until this <br /> 8 week. He added that he went into the street to test the improved system,and stated that <br /> 9 he could not smell any odor. <br /> 10 <br /> 11 Chair Melsha asked if,when they sampled the system, if they knew the direction of the <br /> 12 wind. Shinlof indicated it was a northwest wind,which was pretty typical. <br /> 13 <br /> 14 Vice Chair Stille asked if there were other systems that they could use, if the recent <br /> 15 improvements did not satisfy the problem. Shinlof.stated that there was the possibility to <br /> 16 add charcoal filters that could be put in line with the exhaust fans,or a hood over the area <br /> 17 where the actual manufacturing takes place. <br /> 18 <br /> 19 Vice Chair Stille asked what type of smells the charcoal filters produce. Shinlof state <br /> 20 that of the six hundred other buildings that his company works on,they have no filtering <br /> 21 systems. He added that the charcoal filters are the only ones that can actually filter any <br /> 22 smell out of the air. <br /> 23 <br /> 24 Solie referred to a conditional use for a conditional use permit and indicated that, <br /> 25 generally speaking,they are involved in this type of business. He added that there is no <br /> 26 way to seriously demonstrate how effectively the improved system is working. He added <br /> 27 that, if they do get up and running and encounter problems,they will do the necessary <br /> 28 things to alleviate the concerns of the community. <br /> 29 <br /> 30 Chair Melsha asked how expensive the charcoal filters are. Shinlof indicated that <br /> 31 installation of the original system would cost approximately$10,000, and maintenance of <br /> 32 the system would cost about$1,500 a year. <br /> 33 <br /> 34 Solie stated that he was uncertain that there was a problem at this time with odor,and <br /> 35 reviewed the steps that they have taken to improve the mechanics of the building. He <br /> 36 added that the building has been running properly for only a week, and hoped that <br /> 37 residents were willing to see what they were willing to do to remedy any odor problems. <br /> 38 <br /> 39 Chair Melsha stated that he was disappointed about was that the company was up an <br /> 40 running before they had received their approval. Solie reviewed the lengthy initial steps <br /> that he took with ith the City of St. Antho� a Essenco was a perfect business to fall lunder <br /> 42 St. Anthony. He stated that he though <br /> 43 the light industrial category. <br /> 44 <br /> 45 Solie continued that wax was not included in the light industrial. He stated that he,Mike <br /> 46 Morrison, and former Mayor Cavanaugh all assumed that going through with a change to <br /> 47 the city zoning ordinance to add wax would pass without any problem. <br /> 48 <br />
