It is usual that long periods of time can go by without formal actions or approvals by the City. That doesn't mean that nothing is happening. The Updates are one way to keep information flowing. Typically this will keep the public more involved and comfortable with the redevelopment effort. A key role for the public, Council and staff is to communicate issues and concerns that they have or hear about. Follow up to these issues can be included in future Updates. Project Planning A Project Team has been established to coordinate the redevelopment planning process. The Team consists of representatives from the City, Pratt-Ordway, Ehlers and Dalgren-Shardlow and Uban. The team has met twice in the past two weeks and will be meeting approximately every week during the initial project planning stages. Preliminary Development Agreement The draft preliminary development agreement has been delivered to Pratt-Ordway for review. This agreement provides requires a financial commitment from the developer to reimburse the City for project related costs including fees for planning, project coordination and communication consultants during the preliminary development period. During this time the City and consultant assess the project feasibility, refine a preliminary development site plan, review funding options and prepare a final development agreement. Under this contract the City would not provide financial assistance to other developers and assist with land acquisition while the agreement is in effect. The City reserves the right to cancel the agreement if the developer is not making adequate progress. It is expected that this preliminary agreement will be considered by the City by the end of April. The proposed term of the agreement is six months. Project Communications St. Anthony Village has retained Goodwin Communications to assist with"external"project communications relating to redevelopment within the Northwest Quadrant area. Pat Goodwin is a seasoned veteran communications consultant that has assisted numerous public and private sector clients with communications issues.
