It is usual that long periods of time can go by without formal actions or <br /> approvals by the City. That doesn't mean that nothing is happening. The Updates are one <br /> way to keep information flowing. Typically this will keep the public more involved and <br /> comfortable with the redevelopment effort. A key role for the public, Council and staff is to <br /> communicate issues and concerns that they have or hear about. Follow up to these issues <br /> can be included in future Updates. <br /> Project Planning <br /> A Project Team has been established to coordinate the redevelopment planning process. The <br /> Team consists of representatives from the City, Pratt-Ordway, Ehlers and Dalgren-Shardlow <br /> and Uban. The team has met twice in the past two weeks and will be meeting approximately <br /> every week during the initial project planning stages. <br /> Preliminary Development Agreement <br /> The draft preliminary development agreement has been delivered to Pratt-Ordway for <br /> review. This agreement provides requires a financial commitment from the developer to <br /> reimburse the City for project related costs including fees for planning, project coordination <br /> and communication consultants during the preliminary development period. During this time <br /> the City and consultant assess the project feasibility, refine a preliminary development site <br /> plan, review funding options and prepare a final development agreement. Under this <br /> contract the City would not provide financial assistance to other developers and assist with <br /> land acquisition while the agreement is in effect. The City reserves the right to cancel the <br /> agreement if the developer is not making adequate progress. It is expected that this <br /> preliminary agreement will be considered by the City by the end of April. The proposed term <br /> of the agreement is six months. <br /> Project Communications <br /> St. Anthony Village has retained Goodwin Communications to assist with"external"project <br /> communications relating to redevelopment within the Northwest Quadrant area. Pat <br /> Goodwin is a seasoned veteran communications consultant that has assisted numerous public <br /> and private sector clients with communications issues.
