MEMORANDUM <br /> DATE: 08/12/02 MEETING DATE: 08/20/02 <br /> TO: Chair Melsha & Planning Commission Members <br /> FROM: Susan M.H. Hall, Assistant City Manager <br /> SUBJECT: Business Data Record Services Expansion <br /> Background: <br /> City staff has met twice with President Mark Cloutier of Business Data Record Services <br /> and their contractor Mark Murlowski of Belair Excavating regarding their plans for <br /> demolition and expansion at 3015 37'h Avenue Northeast. At this point, they would like <br /> to bring their plans forward for informal review and discussion to get feedback on their <br /> preliminary site plan. They hope. to bring final plans to the September 17 Planning <br /> Commission meeting. They anticipate construction beginning Fall 2002 or Spring 2003. <br /> Their plans call for demolition of four existing buildings and construction of a new 40,000 <br /> s.f. building. Although not marked on the preliminary site plan, the applicants may need <br /> a variance as they have mentioned a building height of 43-44 feet. Maximum building <br /> height in a Light Industrial zoning district is 35,feet. A good example of what this will look <br /> like is Business Data Record Services, which was recently constructed at 200 Old <br /> Highway 8 in New Brighton. That building stands 42 feet in height. Mr. Cloutier stated <br /> his electronic storage business is growing and hence the need for more space. <br /> The city engineer has asked that drainage be addressed so that the runoff from the site <br /> goes to a water retention pond. A new retention pond is shown on the preliminary site <br /> plan. Parking is adequate at the site, per city code, because this is a warehousing <br /> facility which requires the facility must have at least one space per employee on the <br /> largest shift plus one parking space per company vehicle. There are 40 parking stalls <br /> shown on the site plan, which will be enough spots for employees per Mr. Cloutier. <br /> Although the setbacks are not clearly marked on the preliminary plan, the applicants <br /> have discussed the need for a variance for setbacks for the front yard (County Road D) <br /> and the side yard (Macalester Drive). The zoning ordinance states the front yard must <br /> have a depth equal to the greater of 40 feet or a distance equal to the average of the <br /> setbacks of structures on two adjoining lots; side yards adjoining a street must be at <br /> least 40 feet; and rear yards must be at least 15 feet in depth. The proposed plan does <br /> line of up the new building with the existing buildings. <br /> Floor area ratio for this development is not an issue as the maximum in the Light <br /> Industrial zoning district is 1.5. <br /> Attachments: <br /> • Preliminary Site Plan <br />
