Staff compiled general information on each of these <br /> -properties (including photographs, square footage of the.demolished structure, square footage of the new <br /> home; lot size, zoning,'and recent sales data) in order to gain an understanding of the current trend and to <br /> anticipate future locations for teardown,activity. Based on.this initial'inventory, staff identified six study <br /> areas (generally-Iodated around Downtown Naperville) that might be susceptible to continued teardown <br /> activity: <br /> Staff found that the bulk of infill development was the.primary problem related to residential teardowns. <br /> Because bulk-is contextual(i e. a new home is ':out of character"when it is significantly larger than its <br /> neighbors),the existing,bulk characteristics of each study area needed:to be defined in order to establish a <br /> context for evaluating the bulk.of.infill development. Thorough analyses of the six study areas were <br /> conducted.(based on data taken-from building permit records, the City's GIS data base, County data, and <br /> Township Assessors information)to determine the existing bulk characteristics of each area including: lot <br /> size, lot width,,floor area ratio (FAR),'and front yard setbacks. Other,character-defining elements of these. <br /> study areas were also identified as appropriate (i.e. the number of homes with detached.garages and,with <br /> alley access), sample teardown scenarios were constructed in order to understand the actual bulk.potential <br /> on an "average" lot;and redevelopment.potentials in each study area were analyzed; Key findings from.this <br /> analysis are summarized in the "Findings" section below. <br /> Staff also conducted a survey to evaluate-the residential bulk regulations contained in Naperville's Zoning <br /> Ordinance against standards utilized by other communities. In addition to information obtained from the <br /> American Planning Association and Innovations Group, zoning ordinances and related materials were <br /> collected from several communities including the following: Aurora,Barrington,Bolingbrook,Downers <br /> Grove,Dublin (Ohio), Elgin, Highland Park, Hinsdale,Hoffman Estates, Lake Forest,Lombard, Orland <br /> Park,Park Ridge, Schaumburg, Warrenville, and Wheaton.
