Project Funding <br /> Metropolitan Council continues to be very supportive of the redevelopment effort. The City is <br /> seeking funds from at least two different Metropolitan Council sources,the Livable Communities <br /> Demonstration Account(LCDA) and Tax Base Revitalization(asbestos cleanup). Competition for <br /> these funds is very strong and at this time it is clear that the project financing gap will not be closed <br /> by Met Council funds alone. <br /> Tax Increment Financing <br /> Given the likelihood that tax increment financing(TIF)assistance will be requested by the developer, <br /> Ehlers recommends that St.Anthony initiate an assessment to determine if the site would qualify as a <br /> "Redevelopment"district as permitted by State Law. The first step in that process is an inspection of <br /> properties that may be included within the district. An inspection was conducted as part of the <br /> Hillcrest proposal. Jerry Gilligan and Ehlers will review the previous inspection reports to determine <br /> if this inspection can be updated and used for.the Pratt-Ordway development. Tom Goidon prepared <br /> the last Tax Increment Qualification report. Tom Goidon will be meeting with Jim Prosser and Jerry <br /> Gilligan to initiate planning to update the report. <br /> Project Design/Land Use Approvals <br /> DSU will be coordinating development of design standards to assure the consistency with community <br /> standards developed during the planning stages. Land use reviews will be coordinated with the <br /> Planning Commission in the same manner as other development reviews. <br /> Project Components <br /> Pratt-Ordway is researching several value added project components including high tech <br /> communication access, energy conservation designs and transit-orientated design. Project members <br /> have prepared a transportation and communications component that would enhance the site for <br /> development purposes. The City will seek a partner to assist in concept development and funding. A <br /> University of Minnesota team is currently preparing a funding request similar to the concept prepared <br /> by the City. Lisa Raduenz,a project team member will be meeting with the University to gather <br /> information about a partnership. The City has scheduled a meeting with Congressman Martin Sabo <br /> to discuss the transportation component. <br /> Energy Conservation Components <br /> BKV Architects has held several meetings with Xcel Energy to develop energy saving initiatives for <br /> the building and site design. <br /> Housing Issues <br /> The Project Team continues to carefully monitor concerns about housing density. It appears some <br /> concerns relate to the type of housing, rental housing management;traffic,building design and <br /> impact on city services. These issues(and others to be identified)will be the subject of analysis prior <br /> to final project approval. <br /> St.Anthony Redevelopment Update—Ehlers&Associates <br />
