She reviewed the skyline of the <br /> 2 buildings with the Commission noting that canopies are included to add to the skyline view. She <br /> 3 reviewed the park area with the Commission noting that the park entrance to the site could <br /> 4 possibly be incorporated as a bridge from the new resident area and older neighborhood. She <br /> 5 stated that this is a place that community would utilize and embrace. She stated that the large <br /> 6 national tenants are considered a backdrop to the center adding that the national tenants are what <br /> 7 the majority of consumers are coming for and reviewed the features with the Commission. <br /> 8 <br /> 9 Ms. Anderson reviewed the small shop space with the Commission stating that variety is the key. <br /> 10 She explained that the stone materials, canopy shapes and art forms provides the site with the <br /> 11 appearance of an old main street. <br /> 12 <br /> 13 Commissioner Tillman asked if the lights would match the rest of the village and would they be <br /> 14 similar to what is presently on 29`h street. Ms. Anderson explained that they would see a variety <br /> 15 of lighting adding that they are trying to keep it simple and referenced the lighting section of the <br /> 16 design framework manual.. <br /> 17 <br /> 18 Mr. Lindberg referenced the illustrations in the design guideline and explained that they would <br /> 19 not be the exact same lighting and reviewed the various styles with the Commission. He stated <br /> 20 that they are leaning towards creating a historical image of the center that would be slightly <br /> 21 different from the rest of the City. <br /> 22 <br /> 23 Commissioner Tillman clarified that the lighting would not spill over. Mr. Lindberg confirmed <br /> 24 and reviewed with the Commission. <br /> 25 <br /> 26 Commissioner Hanson referenced the flow of traffic and asked if they were going to have both <br /> 27 stop signs and lights. Mr. Lindberg clarified stating that the first thing they reviewed was the <br /> 28 lane configurations and ensuring consistency. He explained that the parameter access would be <br /> 29 two-lane roadways with some separation of the turn lanes noting that this would handle the main <br /> 30 flow of traffic. <br /> 31 <br /> 32 Commissioner Tillman asked for further clarification of the stop control areas. Mr. Lindberg <br /> 33 provided the Commission with a review of the areas and locations of the stop signs and lights. <br /> 34 <br /> 35 Commissioner Stromgren asked if there was a traffic count study that would warrant a signal in <br /> 36 area. Mr. Lindberg stated that it has not been finalized and reviewed with Commission. <br /> 37 <br /> 38 Commissioner Stromgren expressed concerns stating that the left hand turn lanes could be a <br /> 39 problem during rush hour traffic. Mr. Lindberg agreed and reviewed the access points with the <br /> 40 Commission. He noted that Cub Foods has three to four access points into the center. <br /> 41 <br /> 42 Mr. Pratt stated that two firms would be involved in the residential component of the project and <br /> 43 introduced Dan Hunt, Hunt &Associates, stating that they would partner with Pratt-Ordway. He <br /> 44 stated that Karen Dubrosky and Mark Moorhouse, Dominiun, would also be involved in the <br /> 45 apartment complex noting that their main focus is in developing affordable rental housing. <br /> 46 <br />
