Planning Commission Meeting Minutes <br /> September 16, 2003 <br /> Page 16 <br /> 1 Jeannette Dick, 3591 Harding, referenced the Blaine Project noting that the big box discount <br /> 2 center is set back on the site with a marsh located in the back area with no homes surrounding <br /> 3 the site. She expressed concerns stating that the project is too dense for the City of St. Anthony. <br /> 4 She asked if the project along 94/Radio Drive would have a big box retail on site noting that the <br /> 5 newest trend is small shops. <br /> 6 <br /> 7 Chuck Haik, Resident, asked for further clarification on the urban flats and the townhomes. He <br /> 8 referenced the density issues and asked, as a community, are they trying to provide senior <br /> 9 residents with single level homes so that they can remain in the area. He expressed concerns that <br /> 10 this issue is not being addressed. <br /> 11 <br /> 12 Mr. Shardlow addressed traffic issues to Mr. Nelson. He reviewed the safety issues concerning <br /> 13 the diagonal parking with the Commission noting that the Northfield area also utilizes this type <br /> 14 of parking with little to no issue. He acknowledged that the driver's view could be blocked by <br /> 15 larger vehicles with this configuration adding that this form of parking is with the hope that it <br /> 16 would eliminate speeding through the area. He referenced the concern regarding buses blocking <br /> 17 the road and referenced page 18 of the agreement stating that there would be a 42-foot <br /> 18 dimension from curve to curve. He explained that the Metropolitan Transit does not like bus <br /> 19 cutouts and reviewed their concerns with the Commission. <br /> 20 <br /> 21 Mr. Shardlow reference Mr. Cadwallader's concerns noting that in preparing the planning report <br /> 22 their office inadvertently excluded his business from the plan summary sheet. He apologized for <br /> 23 the error noting that they are in the process of addressing this issue and would work with Mr. <br /> 24 Cadwallader to address his concerns. <br /> 25 <br /> 26 Mr. Doran acknowledged the serviceability issues for the shops noting that the buildings do not <br /> 27 have a back area for loading and unloading. He stated that this would not be an issue, as most of <br /> 28 the businesses would not require a heavy truck delivery schedule. He stated that they have <br /> 29 outlined delivery times to occur prior to the opening of a business day and that they would have <br /> 30 to actively enforce the delivery hours at all times. <br /> 31 <br /> 32 Mr. Pratt addressed Mr. Haik's concerns regarding senior housing. He explained that the urban <br /> 33 flats would have direct access from the ground level into the home. He acknowledged the senior <br /> 34 population stating that they have planned for this issue in the For Sale flats and reviewed with <br /> 35 the Commission. Mr. Hunt clarified that the.first floor units would have steps coming from the <br /> 36 sidewalk and that the entrance would provide ramp access. <br /> 37 <br /> 38 Mr. Haik clarified that there would be no single level townhomes in this development and asked <br /> 39 why this is not being addressed in market plan. Chair Melsha asked if there has been a demand <br /> 40 from the senior market for the type of homes being proposed. Mr. Pratt confirmed that there has <br /> 41 and reviewed with the Commission. He explained that economics is only one of the <br /> 42 considerations and agreed that it should meet the market need. He further explained that it is a <br /> 43 combination of considerations. <br /> 44 <br />
