• CITY OF ST. ANTHONY <br /> CABLE T.V. ADVISORY COMMITTEE MINUTES <br /> February 2 , 1982 <br /> The meeting was called to order by Chairman Kaeding at 7 : 34 P .M. <br /> Present for roll call : Kaeding , Letourneau, Mikkelson , Puncochar , <br /> and Medin. <br /> Absent : None . <br /> Also present : Ron Berg , Administrative Assistant . <br /> Mr. Kaeding reviewed the NSCC franchising process , noting one of the <br /> original four applicants (Tribune Co. ) had withdrawn their proposal. <br /> He stated all proposals are excellent and that it would be a <br /> "close one" . <br /> Mr. Kaeding next discussed the proposed Joint Powers Agreement <br /> which all cities should enter into after the awarding of the <br /> franchise. Although all specifics of the agreement have not been <br /> finalized, present NSCC discussions indicate a voting procedure <br /> the same as present , i .e. , each city having number of votes based <br /> on its population . While that method of voting was deemed satis- <br /> factory in the franchising process , Mr. Kaeding expressed some <br /> reservations about the same procedure after the award. This concern <br /> was shared by the St. Anthony Committee members . A primary purpose <br /> of the Joint Committee would be to "assure equitable rates and <br /> service levels" . If a "voting by population" method was used , <br /> stated concerns of smaller suburbs (St. Anthony) could' theoretically <br /> be vetoed by the votes of the two largest or three larger suburbs . <br /> It was also noted that a one city-one vote method was originally <br /> discussed and proposed by the NSCC. The St. Anthony Committee <br /> indicated their support to the one city-one vote method . <br /> Mr. Kaeding next reviewed the discussion of the NSCC in regard <br /> to the 5% revenue return to the cities when the system is operational . <br /> Present discussions of the NSCC propose a joint committee (one member <br /> from each city) where one of their functions would be to collect the <br /> 50 on behalf of all cities and reimburse each city through a billing <br /> process . Committee members again expressed some concern here because <br /> of the proposed voting structure of the Joint Powers group . Their <br /> preference for a one city-one vote method was reiterated . Mr. <br /> Kaeding agreed to contact several members of the NSCC representing <br /> smaller communities to ascertain their opinions on the matter . <br /> Mr. Kaeding outlined the upcoming timetable of the franchising <br /> process and especially noted the March 25th meeting (proposers ' <br /> presentations) and the April lst meeting (awarding of the franchise) . <br /> • <br />
