•
MEMORANDUM
DATE: February 17 , 1982
TO: Dave Childs , City Manager
FROM: Larry Hamer , Public Works Director
SUBJECT: Inflow and Infiltration Study
--------------------------------------------------------------------
The I/I study has been completed and copies have been submitted to
the State of Minnesota and Metropolitan Waste Control Commission for
their review. I would be happy to discuss any portion of this docu-
ment with anyone who wishes to do so.
In conjunction with the study , we are still televising the sanitary
sewer lines . It will take two to three more years of televising to
get a full picture of the City ' s problems with the I/I and to
determine whether it would be cost effective to correct ome cr all
of the infiltration.
• According to Planning , Design &Research 's study , it would not be
cosy effective to remove the inflows (drain tile) . I feel the work
done on the I/I study was very informative and left me the impression
that the City should establish a semi-annual program of checking
Metro Waste ' s metering and charges for disposing the ,waste . The
latter should be checked because Metro Waste does not change the
charges to the City and unless we keep abreast of changes such as
population , decline in water consumption , dry weather , ^. , the
City could be overcharged. The MWCC meters the waste , h6 .ever , they
often estimate when they suspect meter malfunctions .
The City has received most of the Federal grant money for the study
and upon submission of the study to the State , the State grant money
will be paid to the City. The grant money will total 900 of the
cost of the study , the City ' s portion will be 100 . The final bill
from Planning, Design and Research has not been submitted as of yet ,
but I anticipate receiving it soon . The total cost is not to
exceed $24 , 500 . 00 .
LH/cjk
•
, u tJ t .,_ t .04.'.F ti 7_.'J f'r"''':r .•i.. i,_..'. t..,1 ur Y v 5 r _ ,"r.^t :("r•.{ - .. _ ,: !'^s5.F S..Ti,,. ., :7( . .it".
....
