PAUL 55155 <br /> February 12, 1982 <br /> Dear Mayor: <br /> The State of Minnesota will hold its 17th annual Conference on <br /> Natural Disasters on Friday, March 5, 1982 at the Ramada Inn, <br /> 1870 Old Hudson Road, St. Paul, Minnesota 55119, as a part of <br /> the State's Preparedness Program. Please consider this an <br /> invitation to you, members of your City Council, and your City <br /> • Civil Defense Director to attend. <br /> The winter of 1981 - 1982 has been very severe with record snow- <br /> fall over parts of the State. This snow fell on some arc!as that <br /> already had extremely high soil moisture content from fail rains. <br /> Historically, in Minnesota, heavy precipitation occurs in the <br /> latter part of February and March which can affect the spring <br /> flood potential in sections of the State. Mr. John Graff, <br /> Meteorologist in Charge of the National Weather Service Forecast <br /> Office of Minneapolis, will present this spring's weather outlook <br /> at the Conference. Other speakers at the conference will focus <br /> on various governmental levels of disaster preparedness and response. <br /> If your schedule will permit, I encourage you to attend.
