-3- Motion by Councilman Marks and seconded by. Councilman Enrooth to adopt • the resolution which authorizes the changes in the 1982 Budget result- ing from the reduction of State Aid payments . RESOLUTION 82-014 A RESOLUTION MODIFYING THE 1982 BUDGET Motion carried unanimously . Mr. Childs said he wished to correct the impression that Burlington. Northern Railroad' s share of the costs of rebuilding the bridge over the railroad tracks on St. Anthony Boulevard was tied to the City ' s share of the reconstruction costs , the City Attorney having advised him that Burlington had agreed to pay one-half of the costs not to exceed $150 ,000 , no matter what the City ' s costs are. Mayor Sundland indicated he was happy to see confirmed in the resolution wording that the City will pay its share of the costs from MSA funds . Motion by Councilman Ranallo and seconded by Councilman Letourneau to adopt Resolution 82-015 . RESOLUTION 82-015 A R.ESOLUTION, AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE STATE OF MINNESOTA, DEPARTMENT OF TRANSPORTATION , BRIDGE DIVISION , FOR RECONSTRUCTION OF THE ST. ANTHONY BOULEVARD BRIDGE Motion carried unanimously. A format of ten minute interviews was adopted for considering applica- tions to fill the vacancy on the Planning Commission which resulted . when Dick Enrooth was elected to the Council . There were three appli- cants for the position. In order of their appearance they were : William Zawislak , 2500 - 34th Avenue N.E. ; Robert E . Brown , 3304 Wendhurst ; and Michael Volna, 3217 - 31st Avenue N.E. The candidates were questioned regarding their interest in serving , what expertise they would bring to Commission considerations , and how they plan to handle proposals which come before them which appear to pose a conflict of interest for them. The Mayor urged each unsuccessful candidate to reapply when there is another opening on the Commission and assured them they will be kept in mind for other types of service- to the com- munity for which they might qualify . Mr. Zawislak received four first place votes and the Manager will notify him of his appointment immediately so he .can attend the next Commission meeting. Nina Flanders , 6828 Washburn Avenue South , presented the Positive Performance Systems , Inc. program for human development which she indicated might prove especially beneficial for members of the City Police Department whose self-image is constantly being challenged by the type of duties they perform. The Council saw there might be value in this type of program for City personnel but indicated an interest • in receiving proposals from other firms as well.
