-3- <br /> Mr. Kaeding was the only person .present to provide input to the <br /> discussion by staff and the Council . He said the consultant hired <br /> • for that purpose will make his recommendations as to which of the <br /> three cable systems companies he believes .will best serve the North <br /> Suburban Cable Communications territory at the .general meeting of all . <br /> communities involved to be held in Roseville, March 25th. The Chair- <br /> man added the consultant has indicated the choice will be a hard <br /> one to make since the proposals were so similar and noted "there can <br /> be no comparison between these three proposals and what was offered <br /> Minneapolis " . Mr. Kaeding then brought up his concerns regarding <br /> the joint powers agreement for which he presented the final draft. <br /> He stated that the City could possibly be shortchanged when it comes <br /> to sharing the revenues because of the proportional voting system <br /> proposed in the- agreement. In this system, the control will be in <br /> the hands of the two largest communities who will have the most sub- <br /> scribers . Mr. Berg will sound out the other smaller communities <br /> on these concerns , however, it was agreed, the City always has the <br /> prerogative of withdrawing from the association and administering its <br /> own system should these concerns become realities . When Councilman . <br /> Ranallo expressed disappointment that the residents who had asked <br /> for assurances that X-rated materials would not be included in the <br /> cable programming were not present for the hearing, Mr. Berg told <br /> him they probably believed their concerns had been -relayed to the <br /> cable companies and there have been no proposals for showing such <br /> materials by any companies to date. Notices of the general meeting <br /> of the Commission in the Parkview Building in Roseville, March 25th , <br /> will be published and posted throughout the City . Betty Mackey , <br /> • a representative of Storer Communications , one of the cable companies . <br /> to be considered for the franchise, signed in as an observer but <br /> did not speak. <br /> Mayor Sundland closed the hearing at 8 : 17. P.M. , at which time he <br /> opened the public hearing on the proposed amendment to the City Zon- <br /> ing Ordinance which will add auctions as conditionally permitted <br /> uses in the appropriate districts in the City. The Mayor said he <br /> had no problem with proceeding with the amendment since controls <br /> over such an operation can- be easily set when such a permit is <br /> sought.
