•
CITY OF ST. ANTHONY
COUNCIL WORK SESSION MINUTES
February 18 , 1982
The work session was called to order at 6 : 35 P.M. in the City
Administrative offices by Mayor Sundland.
Present: Sundland, Marks , Letourneau, Ranallo, Enrooth.
Also present: Dave Childs , City Manager and Larry Hamer , Public
Works Director.
1. The status of the water fund was discussed. Gallons pumped and
water revenues were down in 1981 . The need to raise the rates
was discussed as well as rates in neighboring communities .
St. Anthony is among the lowest rates and the proposed 5 per
hundred cubic feet increase would not alter our standing. with
respect to low rates . The need for a new reservoir roof was
cited as a major expense coming up causing a need to maintain
• the balance in the water fund. The City Manager was instructed
to calculate how much the average water bill would increase .
2 . The .Council also discussed developments with .respect to the
St. Anthony -Boulevard _b_ridge. _ The state. requires the bridge .
—to be--36- feet--wide--as–opposed--to–the–planned--32- foot–wid-th-. The
available options were discussed including (1) applying for a
variance for a 32 foot bridge; (2) go ahead with 36 feet; or
(3)_ scrap the project. The possibility of a vari".nce was not'
good, however, if a 36 foot bridge is installed, Lire remainder of
the roadway to the south will have to be 36 feet wide if it is
ever reconstructed. The -additional cost of the wider bridge is
about $13 ,000 to be paid from the City' s State Aid funds .
Motion by Councilman Marks and seconded by Councilman Ranallo to
widen the plans for the St,. Anthony Boulevard bridge to 36 feet.
Motion carried unanimously.
It was noted by those present, however, that the action was done under
protest to the state, since they should have known two years ago
that the 32 foot design was not in conformance with their standards .
The meeting was adjourned at 8 : 42 P.M.
• Respectfully submitted
David M. Childs
City Manager
