t <br /> t <br /> i <br /> i <br /> • k <br /> MEMORANDUM <br /> DATE: March 22 , 1984 <br /> TO: David Childs , City Manager <br /> FROM: Larry Hamer, Public Works Director <br /> SUBJECT: Regional Mutual Aid Association <br />-- ----------------------------------------------------------------------- <br /> The Minnesota Chapter of the American Public Works Association (MPWA) <br /> is in the process of establishing a mutual aid system to provide the <br /> basis of aiding each other with manpower and equipment when major <br /> disasters occur. The membership would include about 35 cities and <br /> counties . <br /> Approval of the attached resolution and agreement would be required <br /> for St. Anthony to become a member of the association. The majority <br /> of cities contacted have already completed this process. It should <br /> • be noted the City must state its desire Cor not) for reimbursement <br /> over and above federal assistance. <br /> The cost to maintain the program will be minimal . The City ' s costs <br /> will probably be ' dues for postage and mailing . The program is a <br /> separate entity 'from the equipment exchange program already in exist- <br /> ence . In joining the organization St. Anthony would have ready <br /> access to other members ' personnel and equipment in case of disaster . <br /> When the association is in full operation, each member will receive <br /> a list of available equipment and contact persons for immediate <br /> assistance. <br /> Police and Fire have successfully had similar agreements for many <br /> years. Also, several of the cities had their attorneys review the <br /> resolution and agreement, with no negative input. <br /> RECOMMENDATION <br /> Recommend approval of the attached joint and cooperative agreement <br /> and resolution, which would make the City of St. Anthony a. member of <br /> the Regional Mutual Aid Association. <br /> • LH/cjk . <br />
