t t i i • k MEMORANDUM DATE: March 22 , 1984 TO: David Childs , City Manager FROM: Larry Hamer, Public Works Director SUBJECT: Regional Mutual Aid Association -- ----------------------------------------------------------------------- The Minnesota Chapter of the American Public Works Association (MPWA) is in the process of establishing a mutual aid system to provide the basis of aiding each other with manpower and equipment when major disasters occur. The membership would include about 35 cities and counties . Approval of the attached resolution and agreement would be required for St. Anthony to become a member of the association. The majority of cities contacted have already completed this process. It should • be noted the City must state its desire Cor not) for reimbursement over and above federal assistance. The cost to maintain the program will be minimal . The City ' s costs will probably be ' dues for postage and mailing . The program is a separate entity 'from the equipment exchange program already in exist- ence . In joining the organization St. Anthony would have ready access to other members ' personnel and equipment in case of disaster . When the association is in full operation, each member will receive a list of available equipment and contact persons for immediate assistance. Police and Fire have successfully had similar agreements for many years. Also, several of the cities had their attorneys review the resolution and agreement, with no negative input. RECOMMENDATION Recommend approval of the attached joint and cooperative agreement and resolution, which would make the City of St. Anthony a. member of the Regional Mutual Aid Association. • LH/cjk .
