-4- <br /> Motion by Mayor Sundland and seconded by Councilman Marks to authorize <br /> Irving Walbon to subdivide into three parcels without platting , the • <br /> property located at the S .W. corner of 33rd Avenue N .E. and Old Highway <br /> 8 - (property 'I . D. #06-029-23 41 0001). in such -a manner as to -result <br /> in two single family residential lots in addition to the 469 . 29 square <br /> foot triangular shaped piece of land to be transferred to Violet Dorums- <br /> gaard, from a single vacant, unplatted parcel containing approximately <br /> 20 , 500 .square feet, on the condition that the redrawing of lines for <br /> the purpose (:1), would result in two lots which would meet all City <br /> Ordinances setback requirements for single family residential property; <br /> (2) would be approved by the County Torrance Office; and (3) would <br /> produce a single tax parcel for the Dorumsgaard property. <br /> Motion carried unanimously . <br /> The Mayor and Councilmen Marks and Ranallo reported on their attendance <br /> at the National League of Cities Conference in Washington , D.C. and <br /> gave the insight they had gained regarding national and local concerns . <br /> They perceive the National League would be lobbying Congress to keep <br /> the control of cable in local hands and Councilman Marks reported <br /> that effort was supported by both Senators Durenberger and Boschwitz. <br /> He also reported on a conference where he had learned the League <br /> support was being sought for the Thurmond bill which would provide <br /> protection for local officials from being sued under the Sherman Anti- <br />' Trust Act for performing their normal zoning and other duties as <br /> public representatives . <br /> The Councilman reported what he perceived to be the reasons the nationa� <br /> debt service would be doubling in the next five years and cautioned <br /> against too much optimism about tax reforms which he learned would, <br /> in reality , only result in adjusting taxes from one group of tax- <br /> payers to another. Councilman Marks said he had been convinced of <br /> the necessity for a national capital improvement program to address <br /> the rapid deterioration of physical plants such as highways , sewers , <br /> public buildings , etc. Both Minnesota Senators had indicated they <br /> supported continuation of the Industrial Development Bond program, <br /> according to Councilman Marks , and Senator Boschwitz promised to send <br /> a letter expressing his thoughts related to waste water treatment <br /> plants . <br /> Councilman Ranallo indicated he expects the IDB' s would be allocated <br /> to states on the basis of $150 per capita. He reported the Human <br /> Development Commission he had been appointed to was being consolidated <br /> with the Economic Development Committee and he would expect they would <br /> have several resolutions formulated for the National League Conference <br /> in Washington D.C. next fall . The Councilman reported . he had learned <br /> that problems resulting from the moving of industries- from one <br /> section of -the nation to another, was posing problems for both the <br /> cities they move from and the locations to -'which they move. <br /> Municipalities were urged to establish liaisons -between their cities <br /> and manufacturing firms so problems can be -dealt with before a move <br /> is necessary. .- Councilman Ranallo. indicated -he believed this practice <br /> should be incorporated into the new marketing- program for -the City and • <br /> said he would be glad .to serve as the liaison.
