CITY OF ST. ' ANTHONY <br /> HOUSING AND REDEVELOPMENT .AUTHORITY MINUTES <br /> • December 4, 1984 <br /> The meeting was called to order by- Chairmarr Sundland at 10:1.6..P.M. <br />( Present for roll call : *Sundland, Vice Chair Enrooth, . Secretary/Treasurer Marks, <br /> and Commissioners Ranallo and Makowske. <br />! <br /> Also present: David Childs, Executive Director; William Soth, Attorney; and <br /> Richard Krier of the Derrick Land Company, Consultant. <br />' Motion by Commissioner Ranallo and seconded by the Chair to approve as submitted the <br /> i minutes of the H.R.A. meeting held November 13, 1984. <br /> Motion carried unanimously. <br /> Motion by Commissioner Ranallo and seconded by Secretary/Treasurer Marks to approve <br /> payment of $105 to Dorsey & Whitney for legal services rendered the H.R.A. in <br /> relation to the 202 senior housing development during October, 1984. <br /> Motion carried unanimously. <br /> Mr. Krier distributed copies of his proposed agenda and recommendations for action <br /> related to the H.R.A. ' s acquisition of the irregular parcel of land containing <br /> 110,912 plus, square feet which is owned by the Walbon family at the corner of <br /> Old Highway 8 and 33rd Avenue N.E. In his memorandum, the Consultant had listed <br /> five developers who had indicated an interest in doing the project and Mr. Krier- <br /> had attached to his memo copies of the real estate, fixture, review, and relocation <br /> appraisals for the project. <br /> As he had stated in his memorandum, Mr. Krier reiterated his recommendation that <br /> the H.R.A. should authorize signature of the Purchase Agreement with the Walbons. <br /> Although he and Mr. Childs had negotiated with the Walbons without first securing <br /> a redeveloper or developing a Redevelopment or Tax Increment Plan which would have <br /> to be accomplished before the redevelopment could occur, the Consultant said he <br /> based that recommendation on the positive neighborhood response to the proposed <br /> townhome redevelopment of the property and the demonstration of interest of <br /> developers in doing the project as well as the fact that the Walbon's had an <br /> opportunity to acquire relocation property, which was contingent upon the sale of <br /> their property and the agreement had to be closed before December 28th, with little <br /> chance of extension of the offer. Mr. Krier indicated he perceived the Walbons <br /> might withdraw their offer to sell their property if that happened. <br /> Commissioner Ranallo indicated that, in view of the problems with financing which <br /> had been experienced with the Kenzington project, he would be very wary of having <br /> the H.R.A. acquire any more land without a concrete proposal from a developer. <br /> The Secretary/Treasurer indicated he perceived the H.R.A. would be gambling no <br /> matter which course of action was taken and he pointed out that the agreement called <br /> j for the Walbon's leasing the land and paying for the utilities, insurance, and other <br /> operating costs until their.-new building is completed, which would at least- pay <br /> the interest in the interim. <br />! <br />
